In 2016, the ex-minister together with his wife bought the “Land Capital” bank. According to the investigation, Topolov bought a financial institution in order to take over the funds of the bank’s depositors. Under Topolov’s leadership, they registered real estate of large square footage, which was allegedly located in the central districts of Kyiv and Kharkiv, although in reality the objects did not exist. The Security Service of “Land Capital” annually drew up acts of verification of the availability and liquidity of non-existent mortgaged property.
