The total amount of direct budget support for the US government during this period exceeds $ 30 billion. The main funds were realized through several key agreements, in particular:
- The PEACE in Ukraine project, which provided funding of $ 27.05 billion, including 12.7 billion is aimed at the stability of payments of the Pension Fund of Ukraine;
- additional agreement to the development program, which provided for $ 1.7 billion;
- Grant of the multilateral donor cooperation of $ 1.1 billion.
It is reported that checking the financial statements of the target fund grant testified to its transparency and compliance with the legislative requirements. The audit of US budget support has confirmed that the funds have provided the remuneration of educators and health care workers, as well as support the pension system.
“The auditors of the Accounting Chamber confirmed that in the conditions of war of the Pension Fund of Ukraine it was possible to provide stable payments of pensions for more than 10 million pensioners, in particular due to the attraction of loans and grants at the PEACE project,” the department said.
Checking the use of $ 1.7 billion in budget support for medical services also showed the effectiveness of their direction to financing the Program of State Guarantees of Public Health care.
At the same time, the auditors recommended that you improve the verification mechanisms of payments, improve the interaction of state information systems and introduce more effective control over social payments.
“The recommendations proposed by the Accounting Chamber are aimed at enhancing the use of international assistance, eliminating identified shortcomings and improving budget management as a whole. Their implementation will increase the efficiency of use of funds, which is an important step to maintain the trust of international partners and strengthen the financial stability of Ukraine in the conditions of war and further restore the country, ”Olga Peschanskaya said according to the analysis of the account of the Accounting Chamber.
