Most often, hackers attack critical infrastructure: the energy sector, government agencies, security agencies, and telecommunications. Their goal is to steal sensitive information and destroy data. The most common tools are mass mailings of malware and phishing emails. During the war, the most valuable information for the enemy is information about the plans of the defense forces of Ukraine, data from enterprises of the defense-industrial complex, the government and other organizations that support the military. CERT-UA, the government’s cyber incident response team, notes that cyber warfare remains one of Russia’s key tools for destabilizing the situation in Ukraine. In 2024, there was a steady trend of increasing attacks on critical infrastructure, especially in energy.
