As explained in the department, a temporary restriction introduced earlier to counteract the abuse of payment infrastructure, made it possible to work out complex solutions to minimize illegal activity in this area. In particular, for the period of restriction:
- Law No. 3994-IX was adopted, which strengthens the NBU’s powers and provides for an increase in fines for violation of payment legislation;
- The coordination of banking associations has signed a memorandum on the transparency of the payment services market – most banks and licensed payment providers joined it;
- Banks and non -banking institutions have improved payment transactions monitoring systems;
- Law enforcement officers, in particular the Bureau of Economic Security, exposed a large-scale network of more than 4,000-persons;
- The NBU has prepared the concept of the Register of Persons in need of increased control and will submit it to the Parliamentary Committee in April.
The regulator notes that the surge of “anomalous” transfers, recorded last year, has decreased significantly. The rapid increase in the number of new card accounts, which was observed in September-October 2024, also stopped.
The National Bank states that they will monitor the situation and, if necessary, are ready to take new measures promptly.
