Zelenskaya added that the Fund Agreement will provide for a 50% reimbursement for new licenses, and therefore Ukraine should deal with its own licenses and audit.

Zelensky also noted that the agreement does not specify all security guarantees that Ukraine wants, but in the text one of the points mention these guarantees.

“Of course, this is a contract about the economy. But I very much asked for at least the understanding that we see that all this is part of future security guarantees. And so even in the framework agreement, I very much wanted at least the sentence of “Guarantees of Ukraine”. And the fact that I was briefed by government officials, it appeared in paragraph 10, I do not remember exactly, but it is important that it is, ”Zelensky said.
