The final version of the mineral agreement from the US has not yet been received, the Americans are constantly changing it – Zelenskyy

The President of Ukraine, Volodymyr Zelenskyy, stated that the final version of the agreement on mineral resources from the United States has not yet been received. The United States is constantly changing the terms of the agreement. The Head of State stated this following a meeting with leaders of countries in Paris, reports UNN.

I am not going to Washington yet, because there is no such issue on the agenda. Secondly, we already have a lot of these agreements on mineral resources, and therefore I would like to approach this not theoretically, but practically. When there is a final version from the United States of this or that next agreement, because the conditions are constantly changing. It seems to me that we have already agreed that there will be a framework agreement, and then a full agreement, and now I understand that the teams are working on this, because America is now changing these rules, and proposes a full agreement right away, and a full agreement requires detailed study, so these are serious agreements that are ratified in parliament, but before all this, lawyers need to work 

He noted that initially the lawyers worked on one agreement, then on the second, and eventually agreed on a framework agreement, and now they have introduced a new rule.

We must act here with restraint, as we try to act constantly. Calmly, without getting nervous. The lawyers will study it. There are adequate things there, we will support it. If there are questions… questions always find answers, so it is too early to talk about an agreement, the version of which has been changed repeatedly 

According to him, the President would not want the United States to think that Ukraine is against signing the agreement.

We have constantly shown our positive signals, we are for cooperation with the United States, we do not want to give any signals to encourage the United States to stop helping Ukraine, or to stop sharing intelligence data, and therefore we act constructively every day

Today, MP Yaroslav Zheleznyak reported that the United States has offered Ukraine an agreement that allows the extraction of all minerals on its territory. The agreement will be managed by 5 people, 3 of whom are from the United States with the right of veto, without security guarantees.

According to Zheleznyak, the document has 18 sections, the agreement contains the following points:

• management of 5 people, 3 of them from the USA with full veto power;

• we are already talking about all minerals. Both new and existing. That is, there is oil and gas;

• throughout Ukraine;

• we are talking about extraction by both state and private companies;

• money is immediately converted into currency;

• the fund’s money is withdrawn abroad.

• US contribution – the assistance we have already received since 2022. Americans can profit from their decisions. And they receive “royalties” from the Fund first (and then Ukraine) +4%;

• the agreement is valid indefinitely, changes or termination of the agreement can only be made with the permission of the Americans;

• rights of “first night” on all new infrastructure projects and the right to veto the sale of resources to other countries.

The United States offered Ukraine a new version of the agreement on mineral resources, which provides for ratification in the Verkhovna Rada. Zelenskyy said that he had asked to deal with the details of the agreement.
