According to the executive body, the EU has reduced the share of Russian gas imports from 45% to 19% due to the plan RePowreu. At the same time, in 2024, the EU observed the restoration of Russian gas imports. Therefore, the European Commission has introduced a road card to ensure “complete cessation of EU dependence on Russian energy, providing stable energy supply and prices throughout the EU.”

“The road card provides for the gradual withdrawal of Russian oil, gas and nuclear energy from the EU markets into a coordinated and safe way as the EU goes to clean energy,” the statement said.
The commission adds that the Bloc countries will prepare national plans by the end of 2025, which will set out how they will contribute to the gradual cessation of imports of Russian energy.
Road card includes the following measures:
- The cessation of imports of Russian gas by the end of 2027 due to improving the transparency, monitoring and tracking of Russian gas in the EU markets. It is proposed to prevent new contracts with Russian gas suppliers and the immediate supply contracts will be stopped by the end of 2025
- New measures to solve the problem of “shadow fleet” of Russia – vessels for transportation of oil that Moscow uses to bypass the sanctions
- Restricting new contracts with the participation of Euroatom Agency for Uranus Supply, Enriched Uranus and other nuclear materials from
The European Commission believes that the REPowreu roadmap will reduce the risks of the EU security, which reduces the dependence on Russian energy.
“The cleaner and independent energy system helps stimulate the economy and also makes a huge contribution to the ambition of Europe to decarbonization,” the commission’s press service says.
Next month, the European Commission plans to make legislative proposals to support the road card.
