Among other things, the press service notes, the changes create cooperation opportunities for Ukrainian companies.
“Among other things, the new rules allow Ukraine to establish ties with the European Defense Fund, thereby creating new opportunities for Ukrainian business entities to join EU joint defense research and development in the future,” the message reads.
The Council adds that this step emphasizes the commitment of the European Union to the security, stability and gradual integration of Ukraine into the European defense and technological industrial base.
The new decision envisages changes to five key EU programs – “Digital Europe”, the European Defense Fund, the European Union Mechanism, the Platform for Strategic Technologies for Europe and the “Horizon Europe” program. They should ensure more effective use of programs to support defense activities.
The new regulation also reportedly introduces legal adjustments for faster and more coordinated defense investment across the EU.
“With this resolution, the Council responds to the European Council’s repeated calls to facilitate the distribution of EU funding for defense and dual-use technologies, as well as to strengthen Europe’s defense industrial and technological base (EDTIB) in the face of increasing geopolitical challenges,” the press service added.
President of the European Commission Ursula von der Leyen presented the plan ReArm Europe to increase EU defense spending in March 2025.
In September it became known that the European Commission is preparing the road map within the framework of the “Readiness 2030” strategy, which provides for the strengthening of European defense by 2030, respectively.
