“The Federation considers a 305% increase in the tariff to be unjustified and dangerous for the Ukrainian economy. The additional financial burden on business during the entry period can lead to catastrophic consequences for the national economy: a drop in production (including those strategically important for the defense sector); a significant decrease of tax revenues, a drop in foreign exchange revenues and massive reductions in employees (with subsequent socio-economic consequences),” the FRU stressed.
At the same time, the Federation drew attention to the lack of proper justification of the tariff increase project: the Regulator has not yet provided detailed calculations that would confirm the expediency and justification of the proposed tariff increase.
“In order to ensure the transparency of the process, it is extremely important to present detailed calculations with itemized detailing of the costs of the GTS Operator of Ukraine, similar to the structure of tariffs for electricity transmission services. The lack of detailing of costs makes it impossible to hold a full-fledged discussion and makes it difficult to take into account the positions of interested parties. Transparency in the formation of the tariff, as well as open consultations with industry, industry experts and the public are important stages that will contribute to a balanced and informed decision,” – emphasized in the letter.
The FRU also proposed measures that will help the GTS Operator to keep the gas transportation tariff at the current level – these include, in particular, the optimization of costs related to the purchase of natural gas for production and technological needs, as well as an audit of the company to identify and eliminate entities that generate losses.
“It is extremely important to conduct an audit of the infrastructure of the GTS Operator of Ukraine to identify facilities with low efficiency or those that do not generate profit. This will allow to develop a plan for their gradual decommissioning, reduce maintenance costs, and contribute to the stabilization of tariffs at a level not higher than 124, UAH 16/thousand m3”, the letter emphasizes.
It will be recalled that the NCRECP has previously approved an increase in the tariff for gas transportation services in 2025 from UAH 124.16 to UAH 502.50/thousand m3, that is, immediately by 305%. At the same time, the level of profit of the GTS Operator is set at the level of 18% – while Ukrainian enterprises operate either at zero or with minimal profit.
According to market experts, such a tariff increase will trigger a new wave of inflation: the prices of all goods and services in Ukraine will increase exponentially. Also, this decision will cause further reduction of production in the industry, and dismissal of personnel.
