The Budget Committee of the Verkhovna Rada approved the draft state budget for 2025 for the second reading and made final amendments.
This was announced by the head of the Budget Committee of the Verkhovna Rada, Roksolana Pidlas.
The main changes proposed by the deputies:
- Great Britain will provide Ukraine with a loan in the amount of 2 billion dollars (about 90 billion UAH) to cover military expenses, in particular for the purchase of weapons. These funds will be reflected in the special fund for external borrowings and directed to the expenditures of the Ministry of Defense.
- 4% of personal income tax (except for the military levy) is left in communities, which means a total share of 64% for local budgets. These funds will be used to cover utility and energy costs. At the same time, subvention to regional budgets to cover the difference in tariffs in the amount of UAH 12.2 billion was cancelled.
- Front-line communities received the right not to transfer reverse subsidies to the state budget, which will free up UAH 593 million for local needs.
- “Ukrzaliznytsia” has been allocated an additional UAH 128 million to co-finance the European railway infrastructure development project.
- An additional 277.1 million UAH was allocated to the National Academy of Sciences, in particular to finance research in the military sphere.
- The possibility for political parties to buy military bonds of the domestic state loan (OVDP) was excluded from the budget.
- Obligation for hospitals to keep funds on accounts in the Treasury has been cancelled.
The rest of the provisions remained unchanged and were approved in the form in which they were submitted by the government. Next, the document awaits a vote in the session hall in the second reading and approval as a whole.
