Construction work on the restoration of the main building of the Okhmatdyt Children’s Hospital in Kyiv, which was damaged by the Russian missile attack on July 8, is expected to begin in the spring of 2025.
Minister of Health Viktor Lyashko said this at a meeting with journalists. informs Ukrinform.
“We want to start construction work in the spring,” said Lyashko.
According to him, the specific terms of the restoration works can be named after the development of the project documentation.
As Deputy Minister of Health Edem Adamanov told at the meeting, a technical inspection of the main and surgical buildings has been carried out, and there is a technical report. It has to be evaluated by the customer’s service, represented by the international engineering company Eptisa, since the hospital itself does not have the ability to carry out a technical evaluation.
According to Adamanov, the company has a representative office in Ukraine, where specialists with Ukrainian certificates who understand the Ukrainian context work. These consultants, as Adamanov noted, will provide technical, economic, organizational and environmental support for the restoration project of both the main and surgical buildings of the Okhmatdyt National Health Service. This will be done with grant funds provided by the World Bank, the agreement on which was agreed and signed on November 14.
So far, Research Institute “Proektrekonstruktsia” has already provided a technical report with an estimate and scope of construction works. The engineering company will check these documents, after which they will be sent for state expert evaluation.
After that, the customer’s service can prepare a task for design, which is a component of the tender documentation.
“There are two scenarios: we can announce a tender for project development already in November, and the worst scenario – in December. But in any case, this year we will announce a tender for project documentation,” said Adamanov.
According to Lyashko, the engineering company is already conducting work on the assessment of materials that can be used in the restoration. “First, the design will be done, the project will need approval from the Ministry of Infrastructure, because Okhmatdyt (the main building – ed.) was built according to an experimental project in 2012. After that, there will be a tender for a construction company,” the minister said.
He added that conservation projects will be developed for the toxicological and administrative buildings, as these buildings are cultural heritage sites. Conservation is planned for five years, a technical report will also be presented on the buildings, on the basis of which decisions will be made on the restoration of these objects.
The transformer substation, which was also destroyed as a result of the attack, will also be restored. USAID will provide six transformers for Okhmatdyt, their delivery is planned in January 2025. Currently, power supply to Okhmatdyt is provided by three temporary transformers provided by DTEK.
