Kyiv owes Naftogaz 20 billion hryvnias. They want to restructure part of it for 15 years

As of the beginning of September, Kyivteploenergo municipal enterprise of the Kyiv Council owed 20.7 billion hryvnias to Naftogaz of Ukraine.

This was reported to the EP by a representative of one of the state-owned companies and an interlocutor in the government.

According to one of the interlocutors, a meeting of the Supervisory Board of “Naftogaz” is scheduled to take place today, at which it is planned to consider the issue of restructuring part of this debt.

The entire debt of 20.7 billion hryvnias consists of three large parts.

The first – 6.4 billion hryvnias for consumed natural gas by 2022, which is planned restructure for 15 years.

The second part in more than 7 billion hryvnias – the difference in tariffs as of July 1, 2024.

The third – more than 7.2 billion hryvnias – debt to Naftogaz Trading Group, which can also potentially be settled by concluding settlement agreements with installments of up to 4 years.

According to the interlocutor of the EP, the lion’s share of this debt was formed starting from 2018.

“Among the cities, today the biggest debtors are Kharkiv and Kyiv, and if everything is clear with Kharkiv, because some people left, the payment for the utility company decreased, then in the capital it is the opposite – people live and pay for services. The level of fees fell only in the first months of the war , and then everything leveled off.

The question arises, where did such debts come from, and if the Kyiv authorities do not solve them, then why are they laying asphalt and moving cobblestones? In fact, this is happening with the money of Naftogaz, – says the representative of the state company.

Another important question asked by the interlocutor of the EP in the government is why they want to restructure part of the debt for an unprecedented period of 15 years?

“Why not for 8 or 10 years, for example, why exactly for 15? There are no valid reasons for such a decision, no one has seen it,” he adds.

A meeting of the Naftogaz Supervisory Board on this issue is scheduled for today at 1:00 p.m.
