As reported by the agency, the manager of the complex of non-residential premises was the consortium “Managing Company KAMparitet”, which was selected based on the results of the tender in the Prozorro system.
According to the terms of the agreement, 75% of the income from the management of the “Flagman” shopping center will be transferred to the State Budget of Ukraine. At the same time, the guaranteed payment of the manager will be UAH 630,729.82 without VAT, regardless of the financial results of the activity
It is worth recalling that this object belonged to a company controlled by Russians and was transferred to ARMA management by a court decision back in October 2022. However, since then the agency has actually “forgotten” about it.
Only after publications began to appear in the media, which indicated the agency’s inefficiency regarding this asset, the movement began. The object was put up on Prozorro only at the end of February 2025 – that is, more than two years after the object was transferred to the agency.
Thus, after a protracted downtime, the “Flagman” shopping center will finally begin to benefit the state, ensuring revenues to the budget. This case once again demonstrates that ARMA starts to act only after criticism and publicity.

Experts emphasized that if the accusations are confirmed, this should not only be a reason for resignation, but also an impetus for a large-scale review of the agency’s work.
In addition, anti-corruption organizations have repeatedly criticized the agency for non-compliance with European standards. They emphasized populism, controversial communication and violation of the presumption of innocence on the part of ARMA officials.
