The Cabinet of Ministers approved the regulations on the Government Commissioner for Customs Reform. The corresponding resolution was adopted on December 3, 2024. According to the regulation (a copy is at the disposal of the EP), prepared by Minister Oleg Nemchynov, the Commissioner will be responsible for the implementation of tasks related to the organization of the process of reforming customs bodies. At the same time, he will do it on public grounds, that is, without paying wages from the state budget. Such a person will be appointed by the government at the proposal of the prime minister. Later, the head of the government, Denys Shmygal, announced that the general director of “Ukrposhta” Ihor Smilianskyi was appointed to the position of commissioner for reforming customs authorities. Advertisement: The competence of the commissioner includes: preparation of reform proposals customs authorities within the framework of the implementation of the National Revenue Strategy until 2030; preparation of proposals for the implementation of measures related to involvement in formation and implementation of the state customs policy of institutions of civil society; initiation of the adoption and development of normative legal acts, on issues that belong to his competence; participation in cooperation with international organizations on issues of formation and implementation of customs policy. We note that some of the competences specified above the authorized officer essentially duplicates the powers of the Ministry of Finance established in the 2014 regulation. The activities of the State Customs Service are directed and coordinated by the government through the Minister of Finance (since March 30, 2020 – Serhii Marchenko). In addition, the government, at the request of the Minister of Digital Transformation, approved the composition of the interdepartmental working group on reforming the system of bodies implementing customs policy. Its members included: General Director of JSC “Ukrposhta” (head of the group). Head of the DTA international technical assistance project (deputy head of the group, by agreement). Deputy Minister of Finance for European Integration. Deputy Minister of Development of Communities and Territories. First Deputy Minister of Digital Transformation. Deputy Minister of Finance for Digital Development. Deputy Minister of Economy – Trade Representative of Ukraine. Deputy head of the SBU (upon consent). Director of the Public Services Reengineering Directorate of the Ministry of Digital. Head of the International Technical Assistance Coordination System group (by agreement). Head of the EU4PFM international technical assistance project (by agreement). The competence of the interdepartmental group in the above-mentioned composition, in contrast to the authorized representative, includes the promotion of attracting resources for the reform of customs authorities, as well as the preparation of proposals on the shortcomings of further prevention of delaying the implementation of the reform.
