The Government of the Russian Federation has excluded from the list of licenses for communication services “transmission of Internet data with superimposed voice information”. Thus, in the Russian Federation, connection via the Internet to mobile and landline phones was banned. In Russia, such a ban is explained by the fight against fraud.
