“During the meeting, the government supported the draft State Budget for 2025. More than 55 billion hryvnias were allocated for the production of weapons and military equipment. This is more than was allocated for this year,” Smetanin wrote.
From his words:
- UAH 54.55 billion will be spent on production development, development and implementation of new technologies, and increase of production capacities for defense products. This is more than was allocated for 2024 – about 51 billion.
- 500 million rubles were allocated for the program of affordable loans for defense enterprises. This program was created this year, and allows producers to take out loans at 5% per annum. The remaining interest will be covered by the state budget.
“I am grateful to the government for supporting defense industry producers. The vote in the Verkhovna Rada is ahead,” the minister said.

The expenditures of the general fund of the state budget for the second reading amount to UAH 3,709.8 billion.
The revenues that were previously allocated to a special fund of UAH 43.2 billion to finance the State Road Fund have now been fully transferred to the general budget fund. An additional UAH 12 billion has been allocated to increase teacher salaries, which will improve the working conditions of teachers. To strengthen defense capabilities, an additional UAH 1 billion has been allocated for the development of weapons and military equipment for the Ministry of Defense and the Defence Intelligence of Ukraine. At the same time, funding for the Prosecutor General’s Office was reduced by UAH 1.2 billion.
UAH 500 million is provided to support the military-industrial complex to reduce the cost of loans to enterprises, which will contribute to the modernization of production and increase the country’s defense potential. An additional UAH 646 million was allocated for the Ministry of health, including UAH 500 million for the reimbursement of medicines for the treatment of cardiovascular and neurological diseases.
The Ministry of culture and strategic communications was provided with an additional UAH 488.4 million, of which UAH 200 million was allocated for strategic communications projects and promoting a positive image of Ukraine abroad. Separately, UAH 150 million is provided to support Ukrainians abroad and facilitate their return to Ukraine through the activities of the unity of Ukrainians Agency under the Ministry of Economy.
The expenditures of the Ministry of Social Policy have been increased by over UAH 1.4 billion:
- UAH 1 billion to help internally displaced persons;
- UAH 102.2 million to pay for cloud resources for digital technologies;
- UAH 328.6 million for day care services for children with disabilities.
To develop the agricultural sector, an additional UAH 1 billion is allocated to support livestock farming and agricultural processing.
The Ministry of infrastructure provides UAH 1 billion for the implementation of investment projects through the state Regional Development Fund. UAH 1 billion has been allocated for restoration work in Kharkiv, which will allow restoring housing and communal services affected by the fighting.
UAH 3 billion has been allocated to provide compensation for destroyed housing and UAH 1 billion for damaged property. This will help support citizens affected by the hostilities.
The budget also takes into account the decision of the Strategic Investment Council to allocate UAH 36.4 billion for the implementation of priority areas of public investment, in particular:
- UAH 11.8 billion for education;
- UAH 8 billion for water supply;
- UAH 6 billion – for Social Protection;
- UAH 5.6 billion – for healthcare;
- UAH 4.4 billion for transportation;
- UAH 502 million for public administration;
- UAH 70 million for cultural projects, including the construction of shelters.
