Olena Duma, Head of the Asset Recovery and Management Agency, has concluded only seven contracts in her year and a half in office that generated income as of the end of 2024. This was announced by the head of the Verkhovna Rada’s anti-corruption committee, Anastasia Radina, UNN writes.

Anastasia Radina published an analysis of ARMA’s work under Duma’s leadership and reminded that the head of the agency reported that the income from the management of seized assets for 2024 amounted to UAH 1.17 billion from about 30 contracts with managers. 

According to my information, in a year and a half in office, the head of ARMA concluded only about seven contracts that brought at least some income as of the end of 2024. These include, in particular, contracts for the management of the Ovruch Crushing Plant, a number of movable property in Mezhyhiria, as well as the former GLUSCO gas stations. In general, during her work, the head of ARMA concluded more contracts, but, according to my information, as of the end of 2024, only about seven brought income to the state.

At the same time, according to Radina, the income from these agreements amounted to only 10% of the total income for 2024, and the rest of the income came from agreements concluded before Duma took office. At the same time, according to the head of the committee, almost 96% of the income from management agreements concluded during Duma’s tenure came from one agreement – with the state-owned company Ukrnafta for the management of the former GLUSCO gas stations. This contract was concluded under a special procedure and is not an indicator of the agency’s real work.

According to the head of the anti-corruption committee, the situation with the transfer of assets to management also indicates problems in ARMA. In 2024, only 12 out of 33 announced tenders took place, which, according to her, clearly shows the effectiveness of the current asset management model and the interest of businesses in participating in management under the current conditions.

At the same time, a significant part of the assets remain without managers, which may lead to the fact that they continue to generate income for their owners, even despite the arrest. A striking example is the Mirotel Resort & SPA 5 hotel complex in Truskavets. According to ARMA’s website, the object was inspected back in May 2023, but a manager has not yet been appointed, and the arrest has not been lifted.

At the same time, ARMA has no problems with editing videos, organizing press conferences and publicly disseminating false information. A final and comprehensive answer to the question about the real effectiveness of ARMA’s work should be provided by an independent external audit, which we have provided for in draft law No. 12374-d on reforming ARMA

Earlier, Anastasia Radina noted that maintaining a constructive dialogue with ARMA is complicated by manipulations. She cited three examples that demonstrate how the agency distorts data about its activities. One of them, Radina called the case when the anti-corruption committee asked ARMA how many assets they have and how many of them have been transferred to management? The agency reported that there are 69,000 assets in the register, and 36,000 have been transferred to management, which is about 47%. However, a detailed analysis revealed that 20,000 of these 36,000 assets are movable property in Mezhyhiria, including bottles of wine, furniture and documents, which have no independent economic value.

In response, the head of ARMA, Olena Duma, urged the deputy to “analyze the information”.
