President Volodymyr Zelenskyy has signed law No. 12150 – the last necessary condition for Ukraine’s accession to the single European roaming space Roam Like at home (RLAH). This was reported on Facebook by the National Commission for State Regulation in the fields of electronic communications, radio frequency and postal (NCEC).
-Ukraine is taking another step towards joining “roaming as at home”. President of Ukraine Volodymyr Zelensky signed the Law of Ukraine “On Amendments to Certain Laws of Ukraine on Implementation of the Legislation of the Legislation of the European Union on Electronic Communications” (Reg. No. 12150), – the message reads.
Following the signing of the law, Ukraine has completed the harmonization of its legislation with the EU norms on roaming, opening the way to integration into a single digital market in this area. The next step is to submit a document to the European Commission for official verification of compliance with European standards. With a positive conclusion, the European Commission may propose mutual application of roaming rules between Ukraine and the EU, which will mean full accession to Roam Like at Home (RLAH) policy.
Advantages of Roam Like at Home for Ukrainians:
- Home tariff roaming while traveling to 27 EU countries;
- the same tariffs and conditions in all EU countries;
- continuous communication without the need to look for Wi-Fi or worry about additional costs.
– We are proud of the NCEK roaming team and continue to work further so that Ukraine is able to obtain the EU’s internal market for roaming this year. It is practical sectoral integration for the first time when the EU is extending internal policy to the country outside the EU/EEZ, – added in the regulatory body.

The law approaches the Ukrainian legislation to the EU Acquis, in particular to Articles 59-61 of the European Code of Electronic Communications referred to in the supplement of the XVII-3 Agreements on the Association between Ukraine and the EU. This is an important step for Ukraine’s accession to the Unified Raming Zone of the EU Roming as Home.
- In July 2024, Viceremier-Minister-Minister of Digital Transformation of Ukraine Mikhail Fedorov reported that Ukraine and the EU had extended an affordable roaming agreement for another year.
- On June 18, 2024, President Volodymyr Zelenskyy signed a law on a single roaming zone with the EU.
