In April 2023, the Central Interregional Directorate of the Ministry of Justice explained that there was no legislative prohibition on laminating documents in Ukraine. However, the law obliges state bodies, registrars and other organizations to work exclusively with the original.

“When the document is laminated, it is not always possible to establish its authenticity … When crossing the border, the migration service or border guards can reasonably have questions for laminated documents and require the submission of the original instead,” the message said.

Two years later, the opinion of the Ministry of Justice changed. In April 2025, the country’s main legal agency informed that: “Lalain marriage and birth certificates are valid. Previously, the DRACS authorities, among other things, provided a service for laminating documents. People at their own request could use it to better preserve the certificates. Today, according to the legislation, this service is provided by CNAP. ”

On the hotline (15-98) of the State Border Service, the Ministry of Justice was indifferent.

– At the border crossing points, documents are accepted without cover. And the laminate is a cover, – explained another annoyed (apparently “got”) voice. – such a requirement is contained in paragraph 12 of the Cabinet of Ministers Resolution No. 57.

If the certificate is fraught, the consultant advised:

• take in the DRACS or order through CNAP duplicate birth certificate,
• Make a copy and certify it with a notary.

– If the border guards have reservations on the document, they have the right to study it. It can take some time, especially since the document, as you say, is laminated.
