The government adopted amendments to the decree, which give regions the opportunity to introduce more adaptive curfew rules from time to time critical situation in the power system. In the near future, the first such decision is expected at the level of local self-government – for the city of Kyiv. This was announced on January 16 by the Deputy Prime Minister for the Reconstruction of Ukraine – the Minister of Development of Communities, Territories and Infrastructure of Ukraine Oleksiy Kuleba.

How it will be implemented:

  • During a critical situation in the energy industry, it is allowed to reach the Points of Invincibility 24 hours a day. Special permissions are not required for this.
  • The movement of private vehicles is allowed, if you are going directly to the Unbreakable Point. The operation of public transport is at the discretion of the local administration based on the security situation.
  • The right to work 24/7 is granted to enterprises that officially perform the role of Point of Unbreakability.
  • Nezlamnosti points can be shops, pharmacies, gas stations, institutions of the service sector and shopping and entertainment centers, provided they have:
    • alternative power supply
    • heating system
    • reliable connection
    • extension cords and free hot tea.

    “All decisions are made exclusively through the Defense Council of the city of Kyiv, with the participation of law enforcement agencies. There will be no independent decisions on the ground,” says Oleksiy Kuleba.

    The critical situation in energy and the curfew: what is happening On January 14, Volodymyr Zelenskyy announced that a state of emergency is being introduced in Ukraine in the energy industry. Special attention will be focused on Kyiv and the region, where the situation with electricity supply is one of the most difficult.

    As Prime Minister Yuliya Svyridenko noted on January 15, the curfew can be relaxed in territories where a state of emergency has been introduced in the power system.
