The National Bank of Ukraine requires from Ukrposhta to provide a complete set of documents for Analysis of the possibility of establishing your own bank. Currently, the state -owned enterprise is limited to discussions of the topic, while the regulator is waiting for practical steps. This was stated by the NBU Chairman Andriy Pyshny during a press briefing on monetary policy on September 11.
The Lush emphasized that the NBU had already sent a letter to the government on the initiatives of Ukrposhta and potential budget threats, including the risks of additional capitalization of the enterprise. The head of the National Bank noted that in order to approve the application UkrPoshta must meet the strict criteria:
- Financial stability: Confirm the availability of the necessary resources.
- Organization management: Implement an effective administration system.
- The Action Plan: Present a clear strategy for the financial institution.
“The discussion is enough – it is time to move to specifics and assess compliance with standards,” Pyshny said, referring to the management of Ukrposhta and the Ministry of Development of Communities and Infrastructure, which acts as the owner.
Financial integration legislation On June 3, the Verkhovna Rada approved in the second reading and in general the revised bill No. 13018-d on expansion of financial inclusion, which allows to establish a bank on the basis of Ukrposhta.
Project No. 13018-d on amendments to certain legislative acts of Ukraine on the development of financial inclusion, made by the People’s Deputy from CZ Danylo Getmantsev, was approved in the first reading on March 25.
According to the Getman, the document provides:
- introduction of a new type of banks – inclusive financial institutions that will operate on the basis of specialized licenses with limited functionality, focused on customer service without stable access to financial services (residents of frontline zones, liberated territories, socially vulnerable groups);
- legislative consolidation of the terms “financial inclusion”, “limited banking license”, “financial inclusion bank” and expansion of NBU powers in facilitating financial integration;
- Providing inclusive banks to offer financial services only to individuals, micro -enterprises, public organizations and authorities.
“This bill lays a legal basis for the emergence of specialized financial institutions – financial inclusion banks. They will provide access to financial services for socially vulnerable groups and businesses in the de -mentioned territories, ”Danilo Getmantsev commented.
The role of Ukrposhta The head of Ukrposhta Igor Smilyansky has been promoting the idea of creating a bank under the auspices of the enterprise for several years. In February 2025, the transfer of Pinbank, confiscated from the Russian owner, was discussed. Then the NBU blocked the initiative due to the lack of a legal framework.
Other arguments against: a high proportion of a state sector in banking (~ 55%), lack of experience in inefficient Ukrposhta, which even in postal services does not meet the needs of the population. However, in 2024, the IMF Memorandum unexpectedly included a item on the preparation of a bill on specialized banking licenses.
Limited license allows large retail networks with branched infrastructure to create individual financial inclusion banks for public service. Although the document does not mention UkrPoshta directly, it is obvious that it was developed under its needs. In December 2024, the Council rejected the previous version of the bill.
On March 20, 2025, Danilo Getmantsev re-registered the bill # 133018-d, which received the approval of the management of Ukrposhta. According to the text, banking services can be provided through mail branches, including exit services. The CEO of Ukrposhta Igor Smilyansky expressed his gratitude to the NBU and the Ministry of Finance for his cooperation.
People’s Deputy Nina Yuzhanina warns that fraudsters in the guise of bank workers will be able to deceive vulnerable groups at home. The bill allows you to raise funds to pay for utilities and open deposits outside the banking offices.
“Imagine: a pensioner will come a scammer under the guise of a bank employee, will promise high interest – and disappear with money. It is impossible to check the legitimacy of such a “representative”! Are we missing telephone fraudsters? This bill is dangerous! ” Yuzhanina said.
