President Donald Trump remains “committed” to sending every American a $2,000 dividend check to be distributed from tariff revenue, White House press secretary Caroline Leavitt said Wednesday.

White House officials are studying ways to implement the proposed plan Trump in a social media post over the weekend, Levitt added, but she did not elaborate on specific options.

“The president has made it clear he wants to do it,” Leavitt told reporters at the White House. “So his team of economic advisers is looking into the matter.”

The White House’s tough stance comes days after Treasury Secretary Scott Bessent appeared to cast doubt on Trump’s proposal, saying the payout could only apply to tax savings enshrined in Trump’s One Big Beautiful Bill.

Tariff dividends could come “in many forms,” ​​Bessent told ABC News’ “This Week” on Sunday, adding that he had not spoken to Trump about the proposal.

“It might just be the tax cuts we see on the president’s agenda. No gratuity tax, no overtime tax, no Social Security tax, auto loan deduction. These are significant deductions that are funded in the tax bill,” Bessent added.

Some economists doubt whether it is possible to get dividends from the existing tariff funds.

Trump announced the policy proposal in a brief message on social media on Sunday morning, focusing on the tariff-related income tax.

“People who oppose tariffs are STUPID! We are now the richest, most respected country in the world, with almost no inflation and a record stock price. 401k’s are at an all-time high,” the president wrote. “Dividends of at least $2,000 per person (excluding high earners!) will be paid to everyone.”

The notice does not specify who will be eligible for payment or how the policy will operate. The two pandemic-era stimulus checks authorized by Trump went to individuals making up to $75,000 a year and couples making up to $150,000. Outside of these benchmarks, people with higher incomes were eligible for lower payments.

If Trump made dividend payments available to those making $100,000 or less, the policy would reach about 150 million Americans, representing about $300 billion in dividends, Erica York, a policy expert at the Tax Foundation, said in a post on X.

As of Sept. 30, the federal government received $195 billion in tariff-related revenue, according to the Treasury Department.

In theory, however, the Trump administration could promise to pay dividends on expected tariff revenue.

The Treasury Department projects $3 trillion in tariff revenue over the next decade. If the Trump administration chooses this path, the dividend payment would add to the federal debt, which currently stands at more than $38 trillion, according to the Treasury Department.
