The main cause of the current situation was the full-scale war of the Russian Federation against Ukraine, as well as a number of problems arising from it.

Large companies, regardless of the field of activity, have admitted that they have not yet faced serious personnel problems, but are preparing for them. This follows from the analysis of the recruiting and analytical company Talando Ukraine and its study of the personnel crisis of Ukrainian business in 2022-2024.

Agroprosperis GroupDuring the years of the full-scale war, the company increased its staff by 400 people – before the war they had 3,200 employees, and now there are 3,600. At the same time, the company named the main problem – the difficulty of replacing a highly qualified specialist in the event of his mobilization.

Agroprosperis supports the idea of ​​economic booking, which will allow them to keep the required number of employees. At the same time, the company has a positive attitude to the idea of ​​recruiting women for vacant positions, in particular, as tractor drivers. Another problem arises here – due to the specifics of the business, an employee in this position must be able to work with various equipment, and training takes about two years.

JYSK UkraineThe company links staffing problems with migration caused by hostilities. At the beginning of the full-scale war, many employees went abroad, but now the company does not experience a critical shortage. As for the reservation of employees, JYSK Ukraine believes that the current reservation system is satisfactory, but the company does not have enough allocated percentage to reserve all the necessary specialists, so they support the idea of ​​economic reservation.

If big business copes relatively easily with the challenges brought by the war, in particular with the shortage of personnel, the situation is completely different in smaller companies. A small business cannot compete with a large one in terms of salaries, and the number of employees in the event of mobilization drops to a critically low level, which leads to the closure of the business. At the same time, it is practically impossible to book employees, and economic booking, if we consider the current offers, will cost too much.

Sergey productThe company has only 30 employees. At the same time, an important part of the workers are drivers – men who know the area and can carry boxes with bakery products weighing 15-20 kg each. In this case, mobilization simply paralyzes the work of the bakery, which will lead to a sharp reduction in production, losses and layoffs of the remaining employees. Replacing male drivers with women is impractical for the company due to rather difficult working conditions. At the same time, the company drew attention to extremely complicated and opaque booking conditions for FOPs.

Sewing production of Bohdan ShpakIt is worth noting that the full-scale war created staffing problems even for those companies where almost the entire staff is female. A striking example is Bohdan Shpak’s garment factory, where the industrial space allows for the recruitment of 50 people, but currently only 20 are working. Due to the lack of personnel, the company had to abandon a number of projects, and therefore the profit they could have brought.

In light industry, there were problems with personnel before, but the war worsened this situation. Many women went abroad, saving their lives and the lives of their children. Currently, half of the company’s employees are IDPs from the Kharkiv and Donetsk regions, and the average age is over 45 years old.

The war exacerbated old problems and brought new ones to practically all spheres of activity. Large businesses respond more easily to personnel challenges by offering higher salaries and training for new employees, although the technological process and working conditions do not always make it possible to recruit women, retirees or combatants to vacant positions. It is more difficult for smaller companies to cope with the shortage of personnel, and some even have to close. But even in such conditions, employers are reluctant to consider the possibility of recruiting foreigners for vacant positions, although they allow such a possibility.

Help UNIAN. The survey was conducted by means of communication at an online meeting through Google Meet and Zoom messengers, as well as in written format by means of questionnaires in Google Form/Google Docs.

In total, 14 companies participated in the study. To ensure diversity and balance, the study selected companies operating in Ukraine, from various sectors of the economy and regions, of various scales.

The research period is from June to July 2024.

The purpose of the study: to analyze the exacerbation of the crisis in the labor market of Ukraine in 2022-2024 and the current personnel problems of Ukrainian business, to identify and systematize the factors that led to this.

Personnel deficit in Ukraine – the latest newsAccording to the forecast of the International Labor Organization, over the next 10 years, the deficit in the labor market of Ukraine will amount to 8.6 million people.

According to the forecast of the Ministry of Economy, this indicator will be smaller – 4.5 million people. Despite the fact that today there are approximately 10.5 million people officially employed.
