The leader of Ukraine, Volodymyr Zelenskyi, ordered the government to prepare a comprehensive program of “winter support” for Ukrainians, which will begin in December. The president announced this in Telegram.
– Last winter, approximately 14 million Ukrainians received 1,000 hryvnias of aid through other directions of state aid programs, and this winter we will also support our people. He ordered the government to form a fairly significant set of programs that will begin to function already in December, winter support. Now we decide which components will be taken into account. The first is direct aid, like last year, which can be spent on the most urgent needs. We are also initiating a separate program for those who have the most difficulty. These are single elderly people, large families, people living in war zones, certain other groups in society. The Prime Minister of Ukraine will present all the details.
We will definitely leave the fixed price for gas for the winter – no increases – as well as for electricity for household consumers, – said Zelenskyi.
Another initiative is the “UZ-3000” transport aid program, thanks to which Ukrainians will be able to travel for free by rail within the state for a distance of up to three thousand kilometers. In this way, everyone will be able to choose railway routes within Ukraine for free: Lviv – Kyiv, Kyiv – Dnipro, any others, Zelenskyi said.
In addition, the Ministry of Health is preparing to launch a project of mass medical examinations, which will allow every Ukrainian to undergo a basic examination as early as January.
Zelensky added that he instructed the government to complete the preparation of this winter support in the coming weeks and provide details of the package by November 15.
- On October 30, Zelenskyi signed laws according to which, starting November 5, 2025, martial law and general mobilization in Ukraine will be extended for another 90 days.
- On October 28, Zelenskyy held a meeting with government officials, during which they discussed the results of the first hundred days of work and determined priorities for the next period.
