However, from 2026 tariffs will have to be gradually increased. This is stated in the “Inflation Report” of the National Bank of Ukraine for October 2024.

“The NBU expects that the current tariffs for gas, heating and hot water supply will not be revised during 2024‒2025. However, in view of the difficult situation in the energy industry, it is predicted that the gradual reduction of these tariffs to their economically justified levels will begin in 2026,” – the report says.

It is noted that uncertainty with the timing and amount of tariff adjustments, primarily energy tariffs, is a separate risk for the inflation forecast. In the event of a rapid increase in the cost of energy carriers or other tariffs, an additional contribution to the inflation indicator will be formed in housing and communal services, and there will also be a need to increase subsidies for the population.

The National Bank of Ukraine also notes that the long-term postponement of decisions on raising housing and communal services service tariffs will lead to a lower level of inflation, but will accumulate quasi-fiscal imbalances and worsen the financial condition of state energy companies.

“This will increase the risks of instability in the energy market, worsen the industry’s investment potential, while price pressure will be postponed for the future,” the NBU added.

Tariffs in Ukraine: the latest newsOn November 6, People’s Deputy Bohdan Kitsak said that electricity tariffs in Ukraine could rise to 6.5 UAH/kWh. According to him, this will be a long-term procedure of gradually increasing tariffs.

In October, the head of the Union of Utilities Consumers, Oleh Popenko, said that tariffs for electricity, hot water, and gas may increase in Ukraine.
