Ukrainian citizens are interested in various services during their visit to the National Center for National Health and Welfare. Most requested: statement of absence criminal records, registration of the status of “Child of war”, preferences for IDPs, act on the actual address of residence, privatization of housing and registration of property rights. The Department of Administrative Services of the Mykolaiv City Council informed about this.
The easiest to get extract about criminal record in online mode through the “Action” application. The user creates the reference himself:
- Go to “Action” → “Services” → “References and Extracts” → “Extract about criminal record”.
- Select the type and purpose of the request, fill in the information and confirm the request.
- The finished extract will be sent to e-mail.
With the help of the “Diya” portal, it is possible to order the service from TsNAP using a self-service point – an employee will help if necessary.
Where to apply for “Child of War” status The status is granted by guardianship and guardianship authorities (departments for children’s affairs, RDA, city/district councils). Requests can be made by:
- parents or guardians;
- a child directly (from 14 years old);
- close relatives or a representative of the guardianship authority.
The request is accompanied by a set of documents certifying the identity and grounds for granting the status.
Registration and benefits for internally displaced persons (IDPs) IDP status is granted to citizens who were forced to leave their homes due to war. The request can be submitted to the territorial body of social protection (at the address of the actual stay); online through “Diya” (if you have a biometric passport). In the service centers of the Pension Fund of Ukraine, you can also issue:
- accommodation allowance;
- subsidy;
- compensation for rented housing.
Act on the actual place of residence The document confirms that a person really lives at a specific address (even without registration). The act is drawn up by the Department of Labor and Social Protection of the Population through its district units. The act is drawn up when necessary:
- assign social assistance, subsidy or benefit (including UBD benefits);
- certify the residence address of the IDP;
- issue a postponement from mobilization (to confirm cohabitation with the person being cared for);
- check the living conditions of children or persons in difficult life circumstances.
Employees of social security go to the address, carry out an examination, talk to the neighbors and draw up a report on the spot. The document is signed by a representative of the social security agency and witnesses. If the act is needed for other purposes (for example, before the court or to certify actual residence without social grounds), it can be drawn up by the condominium or the managing organization — in the presence of representatives and two neighbors who have lived nearby for more than 6 months.
Privatization of housing and registration of property rights Privatization is the transfer of state or communal housing into the private ownership of residents. For registration of privatization, it is necessary to submit:
certificate from KP MMBTI about the presence or absence of own residence; documents certifying the registration of residence in the property to be privatized; if necessary, a document on residence in this apartment since June 19, 1992; certificate of actual residence (if available); certificate of JSC “Oschadbank” about non-use of housing checks; documents confirming family ties; a certificate that the property is not destroyed.
Registration of ownership is carried out separately — it is an independent administrative service that is not included in the privatization procedure. It is carried out at TsNAP, at a notary or state registrar. The review period is from 5 to 30 working days.
Immigrants can complete “double” registration of their place of residence through TsNAP Previously, we wrote that according to the resolution of the Cabinet of Ministers of Ukraine No. 820 of August 4, 2023, citizens whose place of residence is registered or declared in the temporarily occupied territory (TOT) or in the combat zone can officially register their place of residence at a new address in a safe territory – without deregistration on the TOT. This allows you to maintain a legal connection with your home and at the same time receive social, administrative and other services at the new address of residence. This right is especially important for internally displaced persons and those who have been forced to leave their homes due to hostilities. To register at a new address, it is necessary to contact the TsNAP or the registration body of the relevant community at the actual place of residence and be sure to inform about the desire to keep the current registration on the TOT.
