People’s deputy Yaroslav Zheleznyak announced this, noting that 221 people’s deputies voted for the draft law, with the required minimum of 226 votes.

“Such a bank (of financial inclusion) was supposed to ensure proper access to financial services for both citizens of Ukraine (especially socially vulnerable population groups) and micro-enterprises in areas close to the war zone, in liberated territories, as well as in hard-to-reach and sparsely populated territories (on such as high-mountainous regions),” he wrote in Telegram.

The chairman of the financial committee of the Council, Danylo Hetmantsev, called the parliament’s decision strange, because without the adoption of the law, people and businesses in the frontline regions will not be able to receive banking services.

“This happens very rarely, but there are some things that, despite my sixth year in politics, it is difficult for me to understand. Among them is the failure of the bill on financial inclusion. The project just failed. And people who cannot now open an account in the village, do not will be able to do it in the future,” he wrote in his Telegram channel.

According to the explanatory note to the draft law, its main goal is to create a legal basis for the emergence of a new type of financial service providers – financial inclusion banks – in the financial services market of Ukraine, because the military actions initiated by the aggressor lead, among other things, to severe consequences in the field of access for the population and micro-enterprises to financial services.

It is noted that the draft law was developed to implement one of the points of the Memorandum on Economic and Financial Policy with the IMF, which provides for the preparation of a legislative proposal on a specialized and limited banking license, aimed at quickly solving the growing challenges of financial inclusion, using the existing infrastructure.
