The right of veterans to free travel in urban transport is a significant aspect of the state strategy in the field of social protection. It The right is enshrined in the legislation and is binding on carriers. The Ministry of Justice of Ukraine clarifies in which the modes of transport provide free travel for veterans, what actions to take in the event of unjustified refusal to grant such a privilege and how the costs are reimbursed to carriers.

Who can take advantage of preferential passage Free travel in public transport can be used by veterans, in particular:

• Participants of hostilities and persons who are equated with them.
• Persons with disabilities obtained as a result of war.

The full list of persons belonging to the participants of the fighting is stated in Article 6 of the Law of Ukraine “On the status of war veterans, guarantees of their social protection”.

The privilege is valid:

• on all types of urban passenger transport (except taxi);
• in public road transport in rural areas;
• on the railway and water transport of suburban connections;
• in the buses of suburban and long -distance routes.

The privilege applies regardless of the distance and place of residence in the presence of a certificate of the installed sample, as well as an electronic ticket (in the case of implementation of an automated fare accounting system), which is issued free of charge.

The liability of carriers for refusal in preferential transportation Refusal in preferential passage to veterans is an offense:

• Article 37 of the Law of Ukraine “On Road Transport” clearly prohibits the refusal to transport.
• Article 133-1 of the Code of Administrative Offenses provides for a fine of 850 UAH.
• Article 229 of the Code of Administrative Offenses stipulates that the relevant cases are considered by the authorities and electric transport authorities, which are authorized to impose administrative penalties.

What to do in case of unjustified refusal of legal preferential transportation In case of unfounded refusal in free travel you need:

• clarify the name of the carrier, its contact details (usually this information is contained near the driver);
• surname, name and patronymic of the driver;
• record the vehicle number;
• To fix the time, the route, as well as to buy a ticket, to save it, and in the case of appeal to the court it is necessary to have witnesses).

If the public transport driver refuses to follow the route until you pay for the fare, despite having the appropriate certificate, or if the bus station refuses you to issue a free ticket (if there are vacancies), call the police.
Also, you can contact the territorial department of the State Service of Ukraine for Transport (Ukrtransbezbuchka) to protect the violated right to preferential travel in urban or suburban transport.

Financing of preferential travel The costs of carriers for the transportation of servicemen, veterans and their families are reimbursed from local budgets. This is provided for in Article 91 of the Budget Code of Ukraine, which attributes such costs to the expenditures of local social protection programs. Local authorities independently plan these expenditures and control their targeted use.

According to the informant, during the service, servicemen may file a complaint against the decisions of their immediate superiors in accordance with the procedure defined by law. The Ministry of Justice of Ukraine offers military legal assistance in such cases.
