Teachers’ surcharges, scholarship raising and free lunches – Cabinet decisions that have worked since September

With the beginning of the school year, numerous government resolutions aimed at supporting teachers, students and students came into force.

Increase Financial support for teachers From September 1, 2025, pedagogical workers have increased the supplement – now they will be from 2000 UAH “pure” (2600 UAH to deductions). The accrual will be automatically made without the need to submit additional applications. The right to financial assistance is given to teachers:

• elementary schools,
• Gymnasium,
• lyceums (including profile orientation),
• specialized educational institutions,
• training and rehabilitation centers with structural units (boarding houses, preschool groups, circles, etc.).

The amount of the surcharge depends on the number of teaching hours, but may not be lower than the minimum set even for employees with an incomplete rate. For example, an educator with a week load will receive 1300 UAH before tax.

Updated presidential scholarships Since the fall of 2025, the size of presidential academic scholarships for students and students has increased. New indicators:

• students of vocational schools – 6 320 UAH;
• college/technical students – 7 600 UAH;
• university students – 10 000 UAH;
• Postgraduate students – 23 700 UAH.

In addition, according to the Ministry of Education and Science, since September 1, new monthly scholarships have been introduced for educational successes from the President of Ukraine. The winners of the All -Ukrainian and International Olympiads can receive up to UAH 25,000, provided that they have full -time training in domestic universities.

Free food in frontal areas Grades 5-11 from the frontlines are now entitled to free school lunches. According to the Minister of Education Oksen Lisovy, local budgets received about UAH 800 million to ensure younger classes throughout Ukraine and high school students in the war zone. In the absence of organized food, parents advise to contact the school, regional or MES.

Implementation of military training in universities In September 2025, a compulsory basic general military training (BZVP) was introduced for the second year students. The program includes:

• 90 hours of theoretical classes;
• 210 hours of practical skills.

The theoretical course is mandatory for all, while practical classes are only required for men who are recognized as suitable for service. Women can join the practice voluntarily after being registered at the CCC.

Additional government programs

• Package of the student: the state initiative gives 5000 UAH to the families of first -graders.
• “Money walk behind the teacher»: From 2026, teachers will be able to choose their own training courses for the State Services.
• Dream: More than 2000 schools use this educational platform that saves time for teachers, develops students and involves parents in the educational process.

Statistics on training in 2025

• 2.3 million children attend the classroom. The number of students in distance learning decreased by 103 thousand compared to last year.
• More than 300,000 children abroad and temporarily occupied territories continue their studies under the Ukrainian Program (302 889 – abroad, 35 361 – to TT).

According to the Ministry of Education and Science, offline training is only allowed in establishments with available repositories (at school or at a distance of up to 500 m). The government invests in educational infrastructure: construction of bomb shelters, reconstruction of schools, purchase of buses. 33 underground schools have already been erected in the frontline areas, and another 156 are planned to be built by the end of 2025.
