Tax Invoice Registration Stop: Cabinet made an important decision for business

On August 26, the Government of Ukraine approved the Resolution “On Making Adjustments in the Tax Stopping Procedure invoices/adjustments in the Unified Register of Tax Invoices. ” The information was confirmed by the Ministry of Finance.

Basic innovations:

• for companies operating in the areas of probable fighting, automatic registration of tax documents is introduced, which provides convenient conditions for uninterrupted operation in extreme conditions;
• for small and medium -sized businesses: the increase in limit indicators for the unobstructed entering of data in the ERPN and positive tax history will contribute to the expansion of the possibilities of legalization of documents and stability of management;
• for export organizations: updated rules for automatic fixation of invoices and corrective calculations in the ERPN will stimulate business activity;

New rules will take effect a month after the official publication of the document.

As reported by the newspaper, in 2022 the association of Ukrainian entrepreneurs (soup) indicated the mass unjustified blocking of VAT-calling tax service. Representatives of the largest association of domestic business appealed to President Vladimir Zelensky with specific initiatives.

In the spring of 2025, the head of the State Bank Service Ruslan Kravchenko proposed to update the mechanism of suspension of registration of fiscal documents. The Office sent proposals to the Financial Ministry to modernize the Government Resolution No. 1165, in particular – reducing the number of blocks, simplifying the registration of documents, improving automated control and reducing bureaucratic load.
