Russia wants to end the war by 2026. This was announced by the head of the Main Directorate of Intelligence of the Ministry of Defense of Ukraine, Kyrylo Budanov, and the head of the Center for Countering Disinformation at the NSDC, Andriy Kovalenko.
During a speech at the YES forum in Kyiv, Budanov said that Russia would like to end the war by the end of 2025 with its victory, Interfax-Ukraine writes. From the summer of 2025, it will begin to have problems in the economy and the need for mobilization will arise, which may undermine socio-political situation.
– They predict that around the summer of 2025, the negative impact on the economy will begin to be very noticeable for their country. This, by the way, is connected with many processes that they are trying to speed up in their state in order to get the most out of this period as they would like. They would like to finish with their victory, unfortunately. During this period, they will face a dilemma – either to declare mobilization, or somehow it is necessary to slightly reduce the intensity of hostilities, which may be critical for them in the end, – he said.
Budanov also said that there is war fatigue in Russia, because it has affected a large segment of the population. The number of volunteers is decreasing, which has led to an increase in one-time payments when signing a contract. The head of the GUR added that the socio-psychological condition of the population was also affected by Ukraine’s efforts to transfer hostilities to the territory of Russia.
In his Telegram channel, Kovalenko agreed with the words of the head of the State Security Service, Kirill Budanov, that Russia aims to end the war by 2026.

However, I will immediately point out that for today’s Russia, “ending the war” is the intention to get a pause for several years in order to start a new war. The world has not yet created such conditions that would make repeated aggression impossible. Russia has the help of autocracies, thanks to this Putin’s regime still exists and has something to fight for. The goal of Putin’s regime is the destruction of the Ukrainian state.
