PFU clarifies: the list of documents for receiving a subsidy.

Ukrainian citizens, foreign citizens and stateless persons who have the right to receive a housing subsidy are legally present on the territory of Ukraine and live in residential premises. It is possible to issue a subsidy at the place of registration or actual residence. If the family lives in rented housing, the subsidy is issued on the basis of the lease agreement, and for internally displaced persons – on the basis of the certificate of the internally displaced person. The Pension Fund of Ukraine informs about this.

The list of necessary documents for the registration of a housing subsidy:

• an application for the assignment of a housing subsidy;
• a declaration of income and expenses of persons who applied for a subsidy;
• housing rental agreement (if available);
• a copy of the debt restructuring agreement for the payment of housing and communal services (if available);
• confirmation of income (if some income is indicated in the declaration, but there is no information about them in the PFU and DPS);
• a certificate of an internally displaced person (in case the subsidy is assigned based on the actual place of residence);
• other documents provided for by the current legislation, if necessary.

If necessary, citizens can provide other documents that are important for consideration of the issue on the merits, for example: a document confirming the fact that a person does not live at the registered/declared place of residence (certificates, extracts about the place of residence, etc.). A person applying for a subsidy shows a passport or a temporary certificate of a citizen of Ukraine.

Ways of submitting documents:

• online — through the website of electronic services of the Pension Fund of Ukraine,
• “Pension Fund” mobile application
• through the Diya portal;
• by mail — to the address of the Fund branch;
• personally – through the selected service center of the Pension Fund of Ukraine, authorized officials of the executive body of the village, settlement, city council of the relevant territorial communities, centers for providing administrative services.

The subsidy is provided for one family member in whose name utility bills are issued. You can check whether the subsidy has been charged on the website of the Pension Fund of Ukraine in your personal account in the “My messages” section.

It should be noted that the new heating season begins in October 2025. The Pension Fund will automatically reassign subsidies to households that already receive a subsidy or to those who were assigned a “zero” subsidy for the summer period.
