Another “analytics” about the pharmacy business appeared on the page of MP Sergei Kuzminykh. The focus is the payments made by pharmacies to natural persons-entrepreneurs, in particular for renting premises. For some reason, the deputy concludes: Ukrainian pharmacies allegedly “optimize income” and “minimize tax burden”.

What did Kuzmini write?
The deputy published a post in which he referred to the DPS response to his deputy’s address. According to the data he given:
- There are about 18 thousand pharmacies in Ukraine;
- In 2024, they transferred almost UAH 7.5 billion in favor of 17 thousand FOPs;
- The average amount per FOP is 37 thousand UAH per month;
Kuzminy suggests that this situation indicates “hidden optimization” and calls for a model of regulation on the German model.
Where is the manipulation?
- Health insurance covers the entire population;
- another level of income of citizens;
- Another structure of pharmacy infrastructure and supply chains.
Mr. MP, you forgot that we live in Ukraine, not in Germany. And if you really head the profile subcommittee, you should know that there is still no full health insurance in Ukraine that compensates for the cost of drugs to patients. In such circumstances, it is not just inappropriate to destroy pharmacy networks with “German” prohibitions.
What really happens? Instead of a system approach, there is an attempt by political PR on distorted statistics. Instead, the pharmaceutical sphere needs:
- transparent rules and equal access to the market;
- protection of competition, not artificial restriction;
- Dialogue with a professional community, not ultimatum.
If you talk about minimizing – maybe it is worth starting with the minimization of populism in legislative activity?
Ukrainian pharmacies are already working in difficult conditions – war, supply interruptions, changes in regulation. And instead of support, they receive blackmail and threats with “German law”.
