A car as a gift photo: MIA service center
It is possible to apply for the transfer of the car to the property through the gift contract for free at the Ministry of Internal Affairs Service Center. However, it is worth it take into account some aspects related to tax payment. The relevant information was provided by the Ministry of Internal Affairs Service.
Taxation free from close relatives (parents, children, grandparents, brothers/sisters, grandchildren, spouses) remain free from taxation. If the recipient does not belong to the relatives of the first or second degree, you must pay:
- 5% tax + 1.5% of military levy
- for non -residents – 18% + 1.5%
The design procedure takes place directly in the service center. This will be needed:
- passports of both parties to the agreement
- IPN
- Documentary confirmation of family ties (in case of giving a relative)
- a vehicle’s registration certificate
- Completed Gift Agreement (if necessary – with a notarized certificate)
As previously reported, the passage of 4 planned visits to the Ministry of Internal Affairs Service Center leads to automatic lock of new records in the system. Access can only be resumed by personal request to the appropriate center. To avoid restrictions, it is advisable to cancel the records in advance (at least 2 hours) if you are not sure of your plans. This will allow other citizens to use the recording windows.
The E-Record system allows you to choose a convenient time to visit the Ministry of Internal Affairs for the purpose of receiving services. At 06:00, records are activated on 21 the next day. For example, on August 20, slots are opened on September 9. For a reappearance of exams after an unsuccessful attempt, registration is available in 10 days on the 11th. The records created in the previous month are taken into account in the limits of the month they are intended.
System users have the following limitations:
- Individuals-no more than 4 e-records per month
- Legal entities-up to 4 records per day
The recorded records also include canceled. Limits for individuals are updated on a monthly basis, for legal entities daily. If restrictions are exceeded, the system will display the message: “According to the applicant’s data, the record limit is exceeded.”
The four-time failure of an individual by records to the service center leads to a blockage of the function of online registration. The restriction occurs only at a personal visit to the center where the last record was made. Therefore, in the case of changes in plans, it is important to cancel registration in a timely manner in order not to lose access to the system.
The recording can be canceled:
- on your own – not later than 2 hours before the appointed time
- Automatically – in case of failure
- through an administrator – in the absence of documents or false registration
The new entry becomes approximately 30 minutes after cancellation – after the database is updated. Registration is available both on the official site and through the mobile application “E-record” (you can download on the App Store and Google Play). The functionality and rules of both formats are identical.
