The next phase of the pilot project to provide basic social support is starting. From now on, the list of groups of citizens who have the right to receive assistance — more families with low incomes will be able to apply for and receive support, including those who previously did not receive any type of social support. This is a trial testing of a new stage of the project, and already now families can contact the nearest service center of the Pension Fund of Ukraine with relevant requests. This was reported by the Ministry of Social Policy on November 3.
Basic social assistance Basic social assistance transforms 5 types of public support into one significant public assistance. It provides for a comprehensive approach to supporting low-income families: instead of individual payments, the family receives one basic one, designed for the entire family.
The pilot project began on July 1, 2025 – the initial stage covered recipients of certain types of social support. Now there is a new stage of trial testing – the project is being extended to all eligible families, even if they did not receive social support before.
Conditions under which basic social assistance is not provided:
- there are able-bodied persons in the family who do not work, do not study, do not run a business, do not complete military service and are not registered at the employment center for more than 3 months (exceptions — care for a person with a disability, payment of unemployment insurance, loss of working capacity, etc.);
- any of the family members purchased property or made a purchase in the amount of more than UAH 100,000 in the last year (for example, purchase of housing, car, currency, securities);
- more than UAH 100,000 or bonds for a similar amount in the family’s bank accounts;
- the family owns a second apartment or house (exceptions — housing in temporarily occupied territories, zones of active hostilities or destroyed by war; inheritance, hostels, housing for orphans and children deprived of parental care — provided that it is not rented out);
- the family has more than one vehicle that is less than 15 years old (exceptions are vehicles obtained through social security agencies, for persons with disabilities, or those that are destroyed or wanted).
The amount of assistance is individual: it is related to the basic amount, which is currently UAH 4,500, and is calculated as the difference between the total amount of this amount for all family members and their average monthly income.
How the aid is calculated:
- 100% of the basic amount — for the first family member (authorized representative who submits a request for appointment);
- 100% — for each child under the age of 18, as well as for persons with disabilities of the I or II group;
- 70% of the base amount — for each subsequent family member.
For those who are entitled to an old-age pension or have reached the age of 60, but do not have sufficient insurance experience, the amount of basic social assistance is calculated in proportion to their experience:
- less than 10 years old — 53% of the basic value;
- from 10 to 20 years — 62%;
- from 20 to 30 years old — 70%.
- 30 years and older — 88%.
At the same time, the right to choose remains: to switch to basic social assistance or to keep the types of support that were assigned earlier. Yes, we are talking about:
- state social assistance to low-income families;
- child support for single mothers;
- assistance for children raised in large families;
- temporary state assistance to children whose parents evade payment of alimony, are unable to support the child or their whereabouts are unknown;
- state social assistance to persons who do not have the right to a pension and persons with disabilities.
That is, if the applicant or any member of the family already receives one of the listed benefits, it will be necessary to refuse these benefits in favor of a new one in order to apply for basic social assistance.
How to issue Only one family member can submit a request – assistance is assigned to the entire family, and the person who applied receives the payment. The composition of the family is fixed at the time of application.
Anyone who meets the requirements of the pilot project can contact the nearest service center of the Pension Fund of Ukraine with a written application. The application to the PFU must be certified by each adult family member who will receive assistance.
The possibility to apply for basic social support is also available online – in the Diya application. However, at this stage, only recipients of the following types of assistance can use it:
- assistance to low-income families;
- payments for children to single mothers;
- assistance for children raised in large families (currently, it is possible to submit a request only to the Pension Fund of Ukraine).
To submit a request online, Diya requires a biometric document – an ID card or a foreign passport, as well as a verified tax number (RNOKPP).
In general, the request is submitted twice: first, the request for the intention to receive basic social assistance. It contains the applicant’s personal and contact information, as well as information about all family members. Subsequently, if the family agrees with the calculated amount of assistance, the authorized representative signs a request for the assignment of basic social assistance. Payment of basic social assistance is assigned for six months, and then automatically extended for the entire period of the pilot project — 2 years.
As the Informant reported, on September 22, the Ministry of Digital Affairs launched a service that has no analogues in other countries. Basic social support is a comprehensive service that will combine all social benefits into one. It is no longer necessary to visit state institutions, collect documents and fill out requests.
