“We have some objects that were restored, but, unfortunately, they were damaged or destroyed again. This is not only a hospital in Izyum, but also an educational institution. This is how I approach it politically. The decision was made at the start of the full-scale invasion that we would simply rebuild while active hostilities continued. Why was such a decision made? Because it is important for the economy of the country, and for us to understand that there is an economic impulse, that there is a vision that we are not giving up and we are also working on this front. It seems to me that the objects that were destroyed again do not cover all that was done by us during all this time. This policy continues from 2022. It is based on the fact that we must recover quickly,” said Deputy Prime Minister Oleksiy Kuleba.

He also added that he considers the construction of infrastructure facilities underground in Ukraine to be a real option.

“If you ask me, I will tell you that all this should be built underground. What we are doing in the Sumy, Kherson, and Zaporizhia regions, we are moving all this infrastructure underground. I think in 2023, when the decision was made (to rebuild the hospital in Izyum. — Ed.), perhaps they looked differently at how everything would happen further,” said Deputy Prime Minister Oleksiy Kuleba.

“My framework is very simple. The wall – no, the tunnels – yes. Tunnels are what Gaza built, they are what we will need to do, and they are what we will need to talk about in reconstruction. This is something that should be talked about in a frank conversation with the citizens when we win a just peace or victory. This will greatly change the paradigm of our worldview, and not all Kharkiv residents who are there even today will agree to stay and live like this. We must also understand this. Kherson — it will be even more difficult, because there it is impossible to implement it instrumentally. Odesa, where, on the one hand, there are catacombs, and on the other hand, we will not get any practical case from the point of view of defense from these catacombs. And this should become part of our reconstruction, which we must agree on within the country and which our enemy will at least know about,” Oleksiy Kuleba said in an interview.

As a reminder, technical equipment for frontline regions will be delivered to Ukraine as part of the Emergency Recovery and Reconstruction Project with the support of the Japan International Cooperation Agency (JICA).
