Due to numerous conflicts with civilians in the Land Forces, the CCC and JV were reboot. Since May, the command has begun to report publicly before the public about this campaign. According to the latest information, 30 incidents were confirmed by the fault of the military, through which certain personnel decisions were made. At the same time, 233 complaints about the work of the Tercenters are called “fakes, exaggerations, information manipulations or purposeful pumps within enemy IPSO.”
IN In the same time, the “rules of dialogue and behavior for servicemen of the shopping center and JV” have already been prepared – a kind of ethical code. What does it oblige and whether it will help to mitigate tension between the employees of the Tercenters and the citizens – in the material Briefly about.
Attack, beat, break cars For the first time on the creation of mandatory rules of interaction with civilians for the employees of the Tax Code and JV, the head of communication department of the Command of Land Forces Vitaliy Sarantsev said on the air of Radio Liberty in early February. This idea arose after a series of loud conflicts, attacks on military cars and terrorist attacks in several CCCs.
The Code of Ethics was planned to be developed by the end of winter, but spring passed, and the scandals did not subscribe. In social networks appeared rollers about rigid “beading”, the military committees complained about the aggression of citizens. A series of resonant conflicts happened simply at the end of May-in Cherkasy several passers-by attacked representatives of the shopping mall with their fists when they checked the documents from a 24-year-old boy. In Kremenchug, a group of seven people rushed to the two soldiers who were alerting, using a pepper can and a traumatic gun. A similar case happened in Kamianets-Podilskyi-the crowd beat the military and damaged their office. The incidents between civilians and representatives of the Tax Code were also recorded near Kiev, Transcarpathia, and Lviv region.
And all this-after the command of the Land Forces warned that “any intentional obstruction of the performance of servicemen, including threats, moral pressure, physical force or damage to cars, is a serious offense and qualifies under Article 114-1 of the Criminal Code. Such actions are punished in the form of imprisonment for a term of 5 to 8 years. ”
What can new rules of conduct by the Tercenters?

Do not drink, not smoke, but empathically react By and large – nothing. The fact that the Code was already ready for the public and the military was learned from an interview with Vitaliy Sarantsev’s online edition of NV. The speaker of the Land Forces called the summary of the guide, which will be “advisory rather than a commanding nature.” That is, nothing is required, something by the type of book for extracurricular reading. It is 51 page volume and is still printed. While she has only reached journalists, not her direct readers.
The book will contain a list of basic ethical principles – respect for personality, human dignity, legality of procedures, professionalism, transparency and accountability. Rules of dialogue during the alert measures, which include: identification protocols for the employees of the Tax Code, a clear and respectful message about the purpose of stopping the citizen, empathic response to concern, avoid jargon or excessively official language and several more template instructions.
More interesting rules of conduct for complex moments. Here, the military is seen as psychologists, as they should recognize potential triggers of the conflict and be proactive in the de -escalation of problems. For example, to speak to a snooze who trembles with fear: “I understand what you feel …”. Or offer him: “You can provide documents now or later in the CCC.” It is necessary to speak calmly, insight, to look in the eyes and move back back, if the person is tense.
The developers of the manual have taken into account that after such exercises in ethics, the military themselves can strain themselves, so they offer to open their access to psychological support to help cope with stress. For tense through the actions of the CMC, it is suggested to create a “hotline”, e-mail or online platform for complaints. The Book of Noble Manners also contains a complex of prohibitions.
Can’t:
- promote, exercise, incite or tolerate any forms of torture, cruel, inhuman or degrading dignity,
- allow any privileges, restrictions or discrimination,
- to use the symbolism of political parties, to conduct political activity,
- disclose and use restricted information,
- hide their distinctive signs (stripes, chevrons, certificates),
- to be in a drunken state, in a state of narcotic or toxic intoxication,
- Smoking during direct communication with citizens or in unspecified places.
But this is again recommended …

“I need” and not “you owe In print for the shopping center a manual, we remind you, has not yet got, but electronically with the news they have already got acquainted there.
“We didn’t find anything new for ourselves,” said Briefly about Tercenter employee in Kyiv region. -At any work you need to be sustained and polite. Only it all depends on the individual characteristics. If a person is calm, then he will speak calmly, and if the employee had an injury, then he will not work for a long time. Citizens themselves often provoke conflicts, and then begin to blame us.
In this case, the guide also contains recommendations:
- To recognize the essence of the conflict is to try to understand what is its source – disagreement with the policy of mobilization or unwillingness to fulfill a specific legal requirement. The military should not change the views of the military, but they have to return the conversation to a specific conflict of interest. Just saying, make you take the summons.
- Prevent escalation of conflict. That is, to control your own emotions. Avoid direct accusations and image of the type of “you are a hazel”, do not afford threats, superficial tone or sarcasm.
- Use design methods of communication. The developers of the recommendations are convinced that “I need to give you this summons according to the law on mobilization” sounds tender and more convincing than “you are required to take!”
Such methods of military committees are recommended to reduce the conflict situation. Scan from open springs
Bodies gave, but included not forced – From the positive it can be noted that in the fourth year of the war, the Ministry of Defense finally recognized the problem and somehow tries to smooth them. From the negative-it is not even a service instruction, but a kind of psycho-legal advisor, there is no responsibility for violation of the rules. They do not remove or soften the mobilization plan. In most cases, the so -called “boosification” has a legitimate appearance, because formally the police are forcibly delivered by the police. The military cannot be applied to civilian force, but to accompany police law does not prohibit, – says Lawyer Alexei Nazarchuk.
Lawyers have repeatedly pointed out that only video recording of the procedure for verifying documents or so -called notification (distribution of narratives) can be provided with transparency of contacts with citizens. It is prescribed in the Law on Mobilization, which came into force on May 18 last year: “The inclusion of a portable DVR of the authorized representatives takes place from the beginning of their performance. Exceptions are only cases where a military object enters the camera.
– However, the lines of the law and the approved Ministry of Defense Instruction are prescribed so that it is not stated about the direct duty of the military commissioners during communications with citizens. In most cases, they use it so as not to record their disorders or rough behavior.
Our interlocutor from the Tercenter has confirmed that they have breastplates, but they can not be switched on.
