Therefore, citizenship was a “good investment in safety”. Only a few years ago, law enforcement agencies and state banks were able to calculate the total amount of losses caused by lagoon – this is over UAH 50 billion.

The second is the opportunity to live a relatively free life without debt. Since 2022, Lagun, now announced in the national and international wanted, has been hidden in Vienna. From there, from online, it turns to court sessions on its debts to the state of Ukraine. And from there, it gives instructions to its lawyers in the bankruptcy case as physical persons. Lagun recognizes only part of the debt – about UAH 7 billion, but most of them want to write off because of the allegedly unfortunate financial situation. In such circumstances, the Russian passport is a “spare airfield” for a whole new life, as no debt or financial obligations to the Ukrainian state will probably not be charged.

Crimea and new life The third factor is the legal protection of Lagun’s assets in the Crimea in accordance with the Russian legislation, which automatically recognizes the Russian citizen of the Russian Federation by the legitimate owner of the property, even if Ukrainian legislation considers this property stolen or subsequent. And there was such property in Laguna – and, according to numerous investigations – many. These are land on the southern coast of Crimea; construction companies registered in Simferopol and Yalta; objects of tourist real estate in Alushta; unit participation in LCDs, hotels and restaurants; Access to local infrastructure facilities, including water supply and heating networks. Almost immediately after the occupation, legal entities that manage these businesses were re -registered under Russian occupation legislation. Now some are copied on pounds, part of the former head of the National Bank Sergei Arbuzov – but this may well be a fee for the opportunity to plunder one of the largest financial institutions during the time of Viktor Yanukovych.

Unlike other Ukrainian businessmen who actually renounced their assets in the Crimea, not to violate the Ukrainian law and giving them to the occupants – Lagun decided not to lose the opportunity to earn a bloody penny. And to pay taxes to the budget of the country, which at that time occupied about 20% of the territory of his homeland. It continues to do this for the last 11 years.

Moreover, the Russian passport would give you the opportunity to open new businesses in Russia, as well as to get rid of the claims of looters for valuable resort property on the occupied peninsula. From the point of view of the law, Mykola Lagun has crossed the boundaries of the allowed: these enterprises pay taxes to the budget of the Russian Federation, have registration documents according to Russian standards and are specified as assets serviced by banks of the system controlled by the Kremlin. After receiving the Russian passport to Ukraine, Popova no longer returned (she left in 2020, when criminal cases against her with further detention and moving to the pre -trial detention center became virtually inevitable). But Lagun continued to stay quietly in Kiev and other cities until June 2022. He then – like Popova with two young children – moved to Vienna, from where the video is included in court.

It should be noted that the existence of a Russian passport (obtained not under the coercion of a machine gun, not during a force occupation, but obviously in voluntary) in addition to the multi-billive losses caused to the economy of Ukraine as a whole and the funds of taxpayers (through state banks and theft Of Ukraine sanctions. In the meantime, the leadership of the state is delaying it, society loses the chance to restore justice, and – oddly enough, the opportunity to compensate for the damage caused to the acts of Lagun. For example, at the expense of hundreds of hectares of valuable land for development right near Kiev, as well as near Bukovel in Ivano-Frankivsk region. Their cost is modest estimates – several tens of millions of dollars. Therefore, sanctions could significantly simplify the procedure for blocking assets through economic haze and assistance to the aggressor country without unnecessary bureaucracy.

In recent years, Ukraine has imposed sanctions against hundreds of citizens for much less violations – from teachers working in schools in the occupied territory, to bloggers who openly support the occupation. For the use of the Russian passport, for the registration of FOP in the Crimea, for filing a declaration in the tax Russian Federation. But the NSDC lists still have neither Nicholas Lagun, nor Elena Popova, nor their proxies who own property in the Crimea. Their companies continue to exist in the Ukrainian field, in the EU, in Vienna, and – especially cynically – in Crimea under the cover of Russian law.
