1. Where to report about damage? The first step to receive assistance is to report the damage. Information can be transmitted through “action”, you can directly contact the CNAP or a notary.
After the notification, you must open an account with the bank that participates in the Equinal Program. These are all leading state and commercial financial institutions, and the program itself is the only one in the state that normalizes compensation. The application for compensation for damaged or destroyed property is then made. In the “action” for this purpose there is a separate option, in the CNAP or the notary is written on its own.
To submit an application through the action, you must register for the portal or in an application and answer the questionnaires.
In the CNAP or the notary you need to have:
- Passport and taxpayer code,
- Pre -submitted notification of damaged or destroyed property,
- the document number confirming the preferential category when there is,
- E -mail address.
Co -owners of damaged property can file a joint application provided that everyone is present. Or each submits separately to their share.
The application is transferred to a special commission at the local (city, district or settlement) authorities and should be considered within 30 calendar days. After that, the person will be included in the Equation program, but we will talk about it later, because first the victim will have to solve some urgent problems.
2. Where can you find temporary housing? Unfortunately, at the state level, this problem is not regulated. People are placed with relatives, friends or seek help from local authorities. For example, in Kiev there is a program “Care. To meet the people of Kiev”, which provides for the payment of 10,000 UAH of financial assistance. The victims should also offer dormitories or give 40,000 hryvnias for rent compensation. Only in Svyatoshinsky district, after the shelling on April 24, 46 people wrote for such assistance.
The capital’s authorities do not exclude that rent payments will be continued, because UAH 40,000 for the capital is only a few months. However, this issue remains open.
Thus, the mayor Vitaliy Klitschko, looking at a dwelling house in Obolon district, was damaged by a drone attack on the night of May 4, promised assistance from the city. In total, 18 buildings were damaged that night. Of these, there are 14 residential buildings. The explosive wave shook windows in apartments and public places.
“The city will restore the apartment. And pay for the rent of housing to the victims. The city promptly provided the film to temporarily close the damaged windows. It will also help to eliminate damage. All affected residents of Obolon will receive financial assistance from the city – 10,000 UAH.
He also added that 610 residents of destroyed houses in Svyatoshinsky district have already received 10 thousand one -time payments. Another 59 persons transferred 40 thousand UAH for rent while the city will restore their apartments.

3. How to be with broken windows? The first thing that suffers from the explosive wave is window glass and double -glazed windows. The apartment or home can be suitable for life, but the windows have to be closed with temporary means – with a ply tape or plywood. This problem also rests with the inhabitants themselves. However, if desired, the local authorities (the Kyiv City Council reported that 18,900 square meters, 840 square meters of OSB-plates and 696 square meters were used in the Svyatoshinsky district, 840 square meters of plywood), and volunteers often come.
– In Irpin, after the departure of the Russians, many people from the church of the Adventists of the seventh day helped many, – says a resident of the capital region Alina Dolina. – And the materials were brought, and the windows themselves were covered.
As for the replacement of damaged double glazing, at the state expense it occurs within the framework of the Equinal Program. Local authorities have no obligation to perform such work. Goodwill may be present or a fund from which people will pay for the replacement of windows.
There is another option to combine the co -owners of apartment buildings (condominiums) – to contact the State Energy Efficiency Fund.
– This fund has replaced the windows quality and free of charge, – says Alina from Irpen. – But the appeals should be from condominiums, not from individuals.
There are a number of charitable foundations (Caritas, Dobrobat, Responsible and others) that promise help in restoring housing, in particular, window installation. However, people say that it is problematic to get there because of a large number of people, it is worth looking for philanthropists in a closer environment. For example, in the Obolon district of Kiev, the well -known businessman and patron of Garik Korogodsky offered their services to the victims of the enemy “arrival”.
4. How to join “Equation”? The commission to which the compensation application will be submitted should inspect the damaged housing and set the amount of compensation. You will be informed of the date and time of the visit. Money should be received on the Equation Card for 6 months. The deadlines may vary because they depend on whether the funds are received and how many applicants are in line.
There are conditions for participants in the program:
- Housing should be in the unknown territory and not in the territory in the war zone,
- the apartment or house is subject to repair,
- damage occurred after 24.02.2022 as a result of hostilities,
- The victim is not under sanctions and has no criminal record (the excerpt can be ordered in “actions” at the link “for crimes against the state”). It also applies to heirs.
5. How much will they give money and what can they be used? For the owners of K. The compensation amount may not exceed UAH 350,000, for homeowners – UAH 500,000. Money can be spent on the purchase of building materials, plumbing, ordering repair work. All payment is made in non -cash form, checks and contracts with masters should be stored for reporting.
An important point:
- Up to UAH 200,000 funds are paid once,
- More than 200,000 two parts, which provides interval reporting. That is, the commission should come again, check the costs and decide: continue funding or not.
– With the first part of the funds you need to be thrilling, – shares Alina from Irpen. – The commission appointed 225,000 hryvnias, and after the first tranche made a claim that in the bath I put a tile on the ceiling, and not on half the wall, as it was before. And that put a sitting bath, not a shower pallet, although when I was hit in the house, I had expensive hydrobox. However, the second half of the money was given.

6. What if the apartment or home is not subject to repair? If the living space is destroyed or the commission concludes that the repair is not economically advisable, the owner or co -owners of the destroyed square meters should give up their rights to them. After that, the victims receive a certificate for the purchase of new housing. The amount of compensation is again determined by the commission.
Upon receipt of the certificate, there is one important point: the funds that come to it should be used within a month. Otherwise, they will return to the state scarry, and the person will again have to stand at the end of the queue. Therefore, the correct sequence of actions is as follows:
- Choose the real estate you plan to buy, make an agreement with the seller,
- Apply for a reservation of funds through “action”, CNAP or notary,
- Stop ownership of destroyed housing. This can be done through a CNAP, notary or state registrar.
- Make a contract of sale, after which the notary will enter information in the register of damaged and destroyed property. The seller will receive payment within five working days.
If the cost of the selected housing is higher than the cost of the certificate, you have the right to put your own funds. You can buy housing both in the secondary and primary market or invest in construction. But purchased housing cannot be sold or given for 5 years.
Importantly! Since February 2025, a compensation program for internally displaced persons has been operating in which the housing was destroyed. The application process is similar to the described application for the certificate. The queue is formed on the basis of data taken from the current IDP certificate.
Yes, if your property is preserved, you can apply for rebuilding. The application is submitted through “action”, CNAP or notary. The conditions are the same: the land should be on the enemy free from the enemy and active fighting.
Compensation is credited with two tranches: 50% by 50%. To get the first, through “action” or CNAP, you must submit a message about the start of construction work.
The funds of the first tranche should be used within 18 months. The second is paid after the commission’s opinion that the works are really started and there is a prose-estimate documentation.
It is necessary to complete the construction within 36 months from the first transfer of funds.
