Housing payments for displaced persons: details from the PFU

Accommodation payments for internally displaced citizens are drawn up and transferred by the Pension Fund departments of Ukraine. It is aimed at providing support to the most vulnerable groups of migrants. The Pension Fund of Ukraine informs about how it can be obtained.

Who is entitled to financial assistance:

• persons who have moved from areas where military operations are taking place or have taken place, as well as from temporarily occupied areas;
• persons whose housing was damaged or deemed unsuitable for occupancy;
• children born to internally displaced persons who are already registered as IDPs.

Payment amount:

• UAH 3,000 — for children and people with disabilities;
• UAH 2,000 for the rest of the population.

For what period is the payment provided:

• For 6 months from the month of submission of the application — regardless of the date of application.
• The total period of receiving payments is no more than 12 months.

Re-appointment is allowed (for the next 6 months), if the average monthly income per person in the family does not exceed UAH 9,444, and the family includes:

• children up to 18 years of age (including internally displaced persons studying full-time in institutions of higher education);
• persons with disabilities;
• citizens of retirement age (to whom a pension has been assigned);
• single mothers/fathers raising a child without outside help;
• large families;
• persons who care for persons with disabilities or children with disabilities;
• persons undergoing treatment or rehabilitation after being injured as a result of hostilities;
• IDP students/pupils aged 18 to 23 (who study full-time and do not have their own family).

One of the family members can apply for assistance – the payment is calculated for each family member. A family may include a husband and wife, children, adopted children, guardians and others, depending on the actual place of residence.

How to make an application:

• in person – to the local branch of the PFU, TsNAP or local government body;
• online — through the website of the Pension Fund of Ukraine; PFU mobile application; the Diya web portal, subject to technical availability; by mail.

In the “Action” application, it is also possible to submit a request for registration as an IDP and receive an electronic confirmation.

For able-bodied persons who do not have a job, within 3 months from the moment of approval of payments, it is necessary:

• find a job;
• register at the employment center;
• or open a private enterprise / receive a grant / voucher for training or professional development.

Assistance is terminated in case of:

• return to the abandoned place of residence;
• traveling abroad for more than 30 days continuously or more than 60 days in total in six months.

Changes in circumstances (for example, departure or employment) must be reported in person, by mail or online, including through “Diya”.

Financial assistance is assigned and paid in accordance with the Regulations approved by the Resolution of the CMU of March 20, 2022 No. 332.
