The Committee of the European Parliament on Industry, Research and Energy (ITRE) approved a report with a proposal to create a comprehensive EU policy in digital digital policy technology.
The document is advisory and was adopted by 63 votes in favor, at 5 “against” and 10 “abstained”.
Against the background of geopolitical changes, the EU believes that the EU has a unique opportunity to become a leader in the field of trusted digital decisions. At the same time, according to the report, more than 80% of digital technologies, services and products are imported from third countries.
The document covers standardization, research, market access, investment and international trade. Parliamentarians are also developing a risk assessment system in digital supply chains.
The main challenges include the monopolization of digital markets by large corporations, including cloud computing, artificial intelligence, advertising platforms and payment solutions. The EU risks not achieving Digital Decade in areas such as the introduction of Big Data, AI and cloud services.
Priorities include supporting future initiatives such as Digital Networks Act and Cloud and AI Development Act. Parliamentarians are a wider approach to digital infrastructure, which takes into account more than simply network solutions.
The document also proposes to form a European digital public infrastructure (DPI), which will cover the work in semiconductors, cloud services, artificial intelligence, software, data and network infrastructure.
As part of the next budget perspective (MFF), deputies recommend directing funding for high -performance calculations, quantum technologies, digital libraries and cloud ecosystems.
The report emphasizes the strategic sense of digital infrastructure, including cables, mobile towers, satellites, date centers and frequency spectrum. They are proposed to fully subordinate EU jurisdictions and comply with its legislation.
The author of the Carafo CNAFO report said her proposals are based on the reviews of entrepreneurs and specialists on problems with excessive regulation, high prices for energy and obstacles for private investment. She called for deregulation, protection from external interventions and transfer of critical data to Europe.
