In her speech on the Defense Plan of Europe, von der Lien stressed that Europe should take more responsibility for its own security.
According to her, the plan of re-equipment of Europe is a set of proposals to use all the financial levers that are available to the EU to help Member States quickly and significantly increase the costs of defense potential immediately now, as well as for a longer period of time during this decade.
There are five points in this regard
1. The first paragraph of this plan of re -equipment of Europe is to solve the use of state funding and defense at the national level.
“Member States are ready to invest more in their own security if they have financial space. Therefore, we need to allow them to do so. That is why we will propose to activate the national provision on the exit from the stability and growth pact, ”said von der Liaien.
She stressed that this would allow member states to significantly increase their defense costs without launching the excessive shortage procedure.
According to her, if Member States increase their defense costs by an average of 1.5% of GDP, it can create a fiscal space of about 650 billion euros over four years.
2. The second proposal is a new tool that will provide 150 billion euros for loans to Member States for defense investment.
“It’s about spending better and spending together. And we are talking about areas such as anti -air and missile defense, artillery systems, missiles and ammunition, drones and drone control systems, as well as to meet other needs, for example, from cybermos to military mobility. This will help Member States combine demand and buy together, ”the EC president explained.
According to her, with this equipment, Member States can significantly strengthen their support to Ukraine. In addition, this approach of joint procurement will also reduce costs.
3. The third paragraph is the use of EU budget powers.
The Der Liaien Foundation has announced that additional opportunities and incentives for Member States would be offered to decide whether they want to use cohesion policy programs to increase defense costs.
4/5. The last two activities are aimed at mobilizing private capital by accelerating the creation of a union of savings and investments through the European Investment Bank.
“So, summarizing, Europe is ready to take responsibility,” said von der Liaien.
According to her, re -armed Europe can mobilize about 800 billion euros of defense expenditures for safe and sustainable Europe.
“Of course, we will continue to work closely with our NATO partners. This is a moment for Europe, and we are ready to activate, ”the EC President said.
