The size of the starting payment for the new building in the Esosel program differs significantly depending on the region and directly depends on the prices for primary market. This is confirmed by LUN data.
Experts explored the amounts that Ukrainians need to pay at the beginning for the purchase of the most accessible one -room apartment in a new building within the framework of a mortgage project.
The highest starting payments The average minimum first payment of VS is the average cost of apartments that meet the requirements of “EOSIL”.
- Uzhgorod – UAH 633 thousand (average cost of housing – UAH 3.2 million);
- Lviv – UAH 618 thousand (UAH 3.1 million);
- Kyiv – 487 thousand UAH (UAH 2.4 million);
- Poltava – 448 thousand UAH (UAH 2.2 million);
- Chernivtsi – 442 thousand UAH (UAH 2.2 million).
The lowest initial contributions
- Kropyvnytskyi – 128 thousand UAH (average price of one -room apartment – 639 thousand UAH);
- Zaporozhye – 189 thousand UAH (943 thousand UAH);
- Amounts – 198 thousand UAH (988 thousand UAH);
- Kharkiv – UAH 230 thousand (UAH 1.2 million).
Starting payments in other big cities
- Vinnytsia – UAH 392 thousand (average cost of one -room housing – UAH 2 million);
- Dnipro – UAH 383 thousand (UAH 1.9 million);

Conditions for obtaining a loan under the Eosel Program The State Mortgage Initiative “Eosel” can be an effective tool for teachers, scientists and doctors, as it gives the opportunity to get their own housing – the basis of stable life. This was reported by Kateryna Lichan, Head of Partnership Interaction Department Globe Bank.
She noted that for these categories the program provides the most favorable conditions: a credit period of up to 20 years with a rate of 3% for the first 10 years and 6% – for the rest of 10 years, with a starting contribution of 20% of the cost of housing. For borrowers under 25 years, the minimum contribution is 10%.
Required requirements are the customer’s solvency and the urgent need for their own home (or lack/insufficient footage – less than 52.5 m² + 21 m² for each additional family member).
The specialist emphasized that the amount of the loan is determined by the number of members of the household and the level of their income. However, she noted that the main barrier to teachers or doctors often becomes low earnings, which complicates the program. To evaluate solvency, banks take into account total family income, even if only one family member is entitled to participate in the program.
Currently, the average loan amount is UAH 1.65 million. With this amount, the maximum monthly payment in the first period will be about UAH 11 thousand (including part of the principal and interest), with a further decrease.
“If the total family income of two persons is from 40 thousand UAH per month and they are ready to make a minimum of 20% of the cost of housing, accredited banks approve the loan. This will allow you to buy an apartment worth UAH 2.1 million, ”the expert said.
Additionally, there is an option to attract guarantors: for example, parents of a young specialist can be guarantees for a loan if the borrower is not married.
Accredited financial institutions are usually ready to provide loans up to UAH 2 million, which together with the starting contribution (20%) corresponds to the cost of the apartment in a new building with an area of 40-50 m².
“The total area of housing under the program is limited to 52.5 m² plus 21 m² for each additional family member. However, if there are savings, you can buy a larger apartment by increasing the initial contribution, ”the specialist added.
Kateryna Lichana also described steps to participate in the program:
- Application through the action portal. It is necessary to specify age, marital status, place of work, income, availability of guarantors and the amount of the first contribution.
- Application approval. If the conditions are met, the applicant receives confirmation after a while.
“Upon approval, the borrower receives proposals from banks, indicating an affordable amount. The final decision requires the choice of a specific real estate and submission of documents to the bank, ”Kateryna Lichan said.
- Choice of housing and bank. Within 30 days after approval, you must choose a financial institution and a purchase facility.
“For the secondary market, there are restrictions on the deadline for commissioning – from 3 to 10 years. In the primary market, the choice is simpler: the list of available facilities is published on banks and Ukrfinjit. Apartments in new buildings are often cheaper than the secondary market, ”the banker explained.
She stressed that the program not only provides the opportunity to buy housing, but also guarantees the security of the transaction.
“The program solves one of the most important tasks for young people: to combine the work of calling with the creation of your own home. State support is critically important for the development of the younger generation, which depends on the future of the state, ”the specialist summarized.
The actual annual interest rate on the program for preferential categories is 4.34%. The calculation takes into account the compensatory rates: 3% for the first 10 years and 6% – for the rest of the term. An example is based on a loan for 20 years with a contribution of 20% and a loan amount of UAH 1 650,000, including additional costs. The actual rate may vary depending on the cost of real estate and related services.
