Every year, the adoption of the state budget turns into looting of regions. And this year is no exception, local administration is simply being destroyed. He stated this in a comment LB.ua Mayor of Dnipro Boris Filatov.

“Every year, before the adoption of the central budget, they seek to elect us. Then take this, then take that. But we are not in the market. What is the purpose of 4% and a reverse grant? These are completely different financial instruments. If there is such a trend as it is now, in 2026 we will not have the funds, sorry, to take out the garbage. In Mykolaiv, for example, socially protected payments have already been stopped,” Borys Filatov noted.
According to him, the cities do not have enough funds even for the most necessary things. And due to the lack of stable legislative regulation of budgetary indicators from year to year, territorial communities cannot plan even for the short term, let alone the medium term.
“We will return to 2013. Can you imagine? And all these talks about Ukraine facilities, about decentralization are just empty words,” the mayor is indignant.

He emphasizes: in this way local administration is simply destroyed.
“I would like to point out that the local government is constantly being destroyed on purpose. Desperate financially. They destroy in other ways – starting with ordered criminal proceedings. 297 territorial communities, including nine regional centers, do not have mayors. The reasons are different, you can evaluate it differently, you can analyze each case separately, but I am talking about trends.”
At the same time, Borys Filatov noted that in personal communication, the withdrawal of money from large cities is explained as an attempt to deprive mayors of political weight. However, for the country, it may end in a communal collapse.

Now the best formula for interaction between the center and the regions looks like “no need to help, just don’t get in the way,” says the mayor of Dnipro.
“I will say for the entire local administration: please, give us peace, leave us what belongs to our residents by law. I will tell you an example when the authorities supported us, without sarcasm. In June, there was a shelling that destroyed half of the Novokadak district, damaged many buildings. In June, the Cabinet of Ministers granted a subvention of 88 million. We received it only on November 6. And how will we use it now? We won’t have time. Let them just leave us what we have. And no more is needed. Because the war came to all regions of Ukraine. The war reached Ternopil. Therefore, just let us work quietly,” Borys Filatov concluded.
It was previously reported that the withdrawal of municipal estimates can paralyze work on the ground, the AMU insists on preserving finances in communities.
