Lawyer Bogdan Yankov explains what really happens and how to avoid locking the account.
National Revenue Strategy: Government Intention on Bank Secret
“All changes in bank accounts, control of transactions and fiscal checks are not accidental actions, but a component of a clearly developed state strategy. And it is important to realize this context,” – says Bogdan Yankov.
The Ministry of Finance’s official plan: According to the National Revenue Strategy, which was approved by the Ministry of Finance of Ukraine, during 2025-2027, tax authorities must be given access to bank secrecy for:
- Search for tax offenses
- Detection of tax evasion
- Supervision of sources of citizens’ revenues
Why is it important to understand: This is not a horror story or a temporary initiative is a long -term plan of the state. It is worth considering the situation realistically: bank secrecy will probably open sooner or later, so ordinary translations from the card to the card in the present conditions are not always safe.
That is valid now: According to the Law of Ukraine “On Banks and Banking” No. 2121-III, Article 62 clearly states that the National Bank of Ukraine may inform law enforcement agencies if they sees in domestic information of a situation where certain violations may be committed.
Whom they will be informed:
- State Tax Service
- Bureau of Economic Security
- National Police (if there is suspicion of financing terrorism or money laundering)

- The bank has blocked the account
- The National Bank recorded suspicious activity
- NBU sent a letter to the tax service
- A tax audit has begun

That had to change from October 1: Canceled NBU innovations You probably saw in the news that from October 1, when transferring from card to card, the payer, the recipient and the purpose of the payment will always be clearly visible. The lawyer explains what really happened.
That the National Bank planned: The NBU was preparing large -scale changes to the Regulations on the Procedure for Electronic Payment Production, Operations with their use and issue of issue, circulation and repayment of electronic money, where it was planned:
- Unify all fields in payment systems
- Make a mandatory display of the payer in all banks
- Show the payee without the possibility of anonymity
- Standardize the purpose of payment
- Extend the requirements to the ecuilers
That had to change in practice: To change (as now):
- The statement may indicate a “receipt of funds” without the name of the sender
- It is not always visible from whom the funds came from
- The bank cannot identify the payer unless it is visible
After change (as planned):
- Mandatory Payer Field with Name or Name of Organization
- Mandatory Recipient field with full data
- Clear payment purpose
- Complete transparency for all banks
That have actually accepted: Instead of full -fledged changes, the NBU approved the simplified version, which is essentially not significantly affected. There have not been significant changes yet.
Why canceled: Obviously, most banks are not technically ready for such large -scale changes. It takes time to:
- Modernization of IT systems
- Integration between different payment systems
- Testing of new protocols
“It is important to understand: this is not a cancellation, but a transfer for a certain time. Sooner or later, these changes will still work when the banking infrastructure is ready,” says Bogdan Yankov.
