The project was submitted by the People’s Deputy Alexander Gaid on April 15 and a group of other deputies of the people.
According to one of the co -authors of the draft, Pavel Frolov, it is now allowed to transfer land to owners of housing, which was destroyed through Russian aggression. Owners of damaged property will have the right without land auctions to obtain the property or use the land holdings under the given destroyed real estate.
According to the new provisions, if the ownership of real estate has been canceled in the State Register of Property Rights through its destruction, former owners or their heirs have the opportunity to obtain land for free or through transfer without land auctions.
This decision will be valid during the martial law and within 5 years after its completion, with the subsequent relief of procedures – without the mandatory development of town planning documentation, provided that the purpose of the site corresponds to the purpose of the destroyed object.
In addition, the law stipulates that the Mindovquil will receive the right to approve the procedure for calculating losses caused by land resources as a result of pollution or clutter, and diplomatic missions may be exempted from rent for land, provided that it is provided by international agreements, which the Verkhovna Rada has agreed.
The decision includes measures to protect against possible abuse, in particular, by applying information from official state registers and restricting the right to obtain plots only to those whose rights were actually terminated due to destruction.
According to the informant, on October 8, the Verkhovna Rada adopted a decree that ensures the smooth work of local self -government bodies and their heads, and the election is postponed before the end of the war. Parliament put the responsibility for the inability to vote on the aggressor – Russia.
