Payment for a child in the amount of 50,000 hryvnias is already permitted – the relevant law came into effect on January 1. For this it is necessary contact the Pension Fund of Ukraine, or create a request through the “Dia” service. This was announced on January 2 by the First Deputy Minister of Social Policy, Family Affairs and Unity of Ukraine Lyudmila Shemelynets during a televised marathon.

According to her information, on January 1, 2026, a law came into force in Ukraine, which provides for one-time support from the state in the amount of 50 thousand hryvnias upon the birth of a baby. Mothers can receive this support in two ways:

  • submit an application to the Pension Fund;
  • make a request through the “yeMalyatko” service, which is available in “Dia”.

“Considering the fact that the technical implementation of the program may require some time, if you want to issue the support today, then you need to contact the Pension Fund,” Shemelynets emphasized regarding the features of payment processing.

New Procedure for children’s health and recreation The Cabinet of Ministers of Ukraine approved the Procedure, according to which the state will pay for rehabilitation and recreation services for children who need special care. UAH 91.5 million is provided for the program, the mechanism will be implemented according to the principle of “funds go to the child”. Services will be financed by the Fund for Social Protection of Persons with Disabilities through direct payment to institutions that are entered in the State Register and have concluded relevant agreements.

Who can use:

  • orphan children;
  • children of combatants and fallen defenders;
  • children registered as IDPs;
  • children living on the contact line;
  • native children of foster parents and adoptive parents;
  • children with disabilities who are capable of self-care.

How to get the service:

  • Parents choose an institution from the list on the Foundation’s website, receive prior consent, send copies of documents and sign the agreement after the child’s arrival.
  • Duration of recovery — 21 days, rest — 14 days.
  • Aid to orphans The government supported changes that guarantee certain categories of children additional financial payments and provision of clothing and household items. The resolution was developed by the Ministry of Social Policy as part of the implementation of the Strategy for ensuring the right of every child to grow up in a family environment (2024–2028). The state guarantees the full maintenance of these children during the period of study and stay in residential institutions – until the age of 18 or until the age of 23, if they continue their education.

    After graduation, graduates receive:

    • one-time financial assistance — six subsistence minimums;
    • clothing, footwear, equipment and household goods in the amount of at least 40 tax-free minimums.

    If desired, it is possible to receive compensation instead of things. Payments and provision are made at the expense of residential institutions. The resolution also establishes that orphans and children deprived of parental care, who are in boarding schools or brought up in DBST or foster families, after receiving education or serving in the army, are provided with housing as a priority.

    As reported by the Informant, a new phase of the experimental project to provide basic social assistance was beginning. From now on, the list of categories of recipients is increasing – more families with low incomes will be able to apply for and receive support, including those who were not previously recipients of certain types of social benefits. This is beta-testing of a new stage of the project, and already now families can contact the nearest service center of the Pension Fund of Ukraine with relevant applications. The size of the benefit is individual: it is related to the basic amount, which is currently UAH 4,500, and is calculated as the difference between the total amount of this amount for all family members and their average monthly income.
