President Volodymyr Zelenskyi reported on the critical situation with electricity and heating in some cities and villages, especially in border regions and the Kyiv region.

According to the head of state, repair crews and utility services are working around the clock to eliminate the consequences of the attacks carried out by Russia. Currently, the main efforts are focused on restoring the energy supply to every house, but the harsh winter weather significantly complicates technical work on high-voltage lines and substations.
Almost 200 brigades and units of the State Emergency Service have been involved in restoration operations in Kyiv region, but thousands of families still remain without electricity. The most tense situation was recorded in Brovary, Vasylkiv, Fastov and Boryspil, where the network damage was the most extensive. The president emphasized that Russia is deliberately trying to take advantage of weather factors to increase humanitarian pressure on the population, which is why energy workers in the Dnipro region, Kharkiv region and Donetsk region are forced to work at a heroic pace.
To support citizens throughout the country, a network of invincibility points has been deployed, to which the state companies Ukrzaliznytsia and Naftogaz have joined. At these points, residents can access heat and communications while complex repairs to critical infrastructure are underway. The authorities assure that despite all the efforts of Russia to break the resistance due to energy terror, the coordination between the government under the leadership of Yulia Svyridenko and local communities allows to gradually stabilize the system.
A large-scale restoration of heat supply is underway in Kyiv after one of the worst attacks on the city’s power system, which occurred on January 9, 2026. As of 14:45 on Sunday, January 11, about 85% of high-rise buildings in the capital are already connected to heating.
We would like to remind you that the restoration of heating in houses where water had to be drained from the systems will take a little longer, but definitely not weeks. The Ministry of Development emphasizes that such a procedure is standard and safe, and the terms depend on the characteristics of intra-house networks.
The Kyiv City State Administration clarified that draining water during a temporary absence of heat in frost is a standard technical procedure. It does not mean a long-term absence of heating and is necessary to preserve networks and the safety of residents.
Educational institutions of Kyiv received recommendations from the city authorities to prepare for draining water from heating systems. This is done to avoid burst pipes due to interruptions with heat and electricity after massive attacks.
And the mayor of the capital Vitaliy Klitschko urged residents who have the opportunity to temporarily leave the city, where there are alternative sources of energy.
