On February 11, 2026, President Volodymyr Zelenskyi responded to the statement of EU High Representative Kaya Callas about the preparation of a list of concessions that Europe should demand from the Russian Federation to end the war during an online communication with the media.

He said this during an online conversation with the mass media, reports “European truth”.

The head of state welcomed the firm position of the European Union, especially regarding the return of kidnapped Ukrainian children, but admitted that he did not have all the details of the prepared document. Zelenskyi emphasized that any negotiations should take place with the participation of Ukraine, as it concerns sovereign issues of our state.

The president paid special attention to Kallas’ idea of ​​limiting the size of the Russian armed forces and the military budget of the Russian Federation after the war. Zelensky noted that although Ukraine is interested in reducing the military power of the aggressor, he doubts the real levers of influence of Europe on the size of the army of another state. At the same time, he warned European leaders against trying to conduct a separate dialogue with Moscow, stressing that the Russian Federation will use such contacts only to humiliate Europe and cause a split in the transatlantic unity.

According to the latest statements of the head of European diplomacy, the EU plans to put forward “maximalist demands” to the Russian Federation as a counterweight to the Kremlin’s ultimatums. The list of conditions that Callas will offer to member states in the coming days may include the following items:

  • Return of all deported Ukrainian children and prisoners of war.

  • Setting limits on the size of the armed forces of the Russian Federation and its military budget.

  • Limitation of the nuclear arsenal of the Russian Federation within the framework of long-term security agreements.

  • Using frozen Russian assets (about 210 billion euros) as a pressure tool.

These proposals are aimed at shifting the pressure for concessions from Ukraine to the aggressor and providing Europe with a full seat at the negotiating table, which is currently dominated by contacts between representatives of the United States and the Russian Federation. Zelensky concluded that the best strategy is the joint work of America and Europe exclusively in coordination with Ukraine, since only the unity of partners can force the Russian Federation to real peace.

Earlier, the High Representative of the European Union for Foreign Affairs and Security Policy Kaya Callas took the initiative to demilitarize the aggressor.
