On January 9, President of Ukraine Volodymyr Zelenskyi signed Decree No. 39/2026 on changes in the staff of the Supreme Commander-in-Chief Staff.
The document was published on the official website of the head of state and entered into force from the moment of publication.
The decision was made in accordance with Article 8 of the Law of Ukraine “On the Defense of Ukraine” based on the proposal of the National Security and Defense Council.
The Stavka included three officials. Serhiy Boyev, Deputy Minister of Defense of Ukraine, received a seat in the governing military body. Kyrylo Budanov, who heads the Office of the President of Ukraine, also became a member of the Staff of the Supreme Commander-in-Chief.
Oleg Ivashchenko, head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, added to the updated staff.
The decree provides for a partial amendment of Article 2 of the presidential document dated February 24, 2022 No. 72/2022 “On the formation of the Headquarters of the Supreme Commander-in-Chief”.
S. Deineka, whose name appeared in the previous version of the document, was removed from the staff of the Stavka.

Also, Zelenskyi officially named the new head of the GUR instead of Budanov.
